Project Summary:

The Jordan Public Accountability and Justice Strengthening (PAJ) Activity is designed to strengthen accountability systems, procedures, and mechanisms within the Government of Jordan and judicial institutions and enhance their ability to serve and communicate effectively with the public. It also fosters awareness and pressure by civil society organizations, the public, and the private sector on the government’s adherence to the law and its international commitments to govern in an accountable manner that safeguards the rights of vulnerable populations.

Position Summary:

The Monitoring, Evaluation and Learning (MEL) Officer will support project-level performance monitoring data to ensure accurate, timely, and effective reporting of all program activities. The MEL Officer will be responsible for designing and managing data collection systems, analyzing results, and producing accurate quarterly reports that summarize program progress against the approved work plan.

Responsibilities:

  • Collect, analyze, and report data on performance indicators by project team members, PAJ subcontractors and grantees.
  • Report on monitoring and evaluation (M&E) progress, challenges, and way forward.
  • Report on PAJ M&E data on USAID data bases (GIS, Trainet and DevResult)
  • Develop appropriate monitoring tools, baseline/midline surveys, and other tools for project activities and support project partners, subcontractors, and grantees on data management systems.
  • Help in selecting data collection methods for adequate monitoring and evaluation of investments and/or technical assistance projects.
  • Verify the consistency and robustness of information, indicators and/or data sets provided by project team members, PAJ subcontractors and grantees.
  • Analyze, interpret, and report regular M&E data.
  • Help in reviewing and update the project results framework aligned with project workplan and interventions updating.
  • Coordinate the design and implementation of pre- and post-intervention surveys.
  • Perform regular field visits including visits at PAJ activities and interventions conducted by PAJ subcontractors and grantees.
  • Help draft quarterly technical reports and contribute to the development of annual work plans.
  • Help the Senior M&E Manager in monitoring information systems to ensure efficient and effective collection, entry, analysis and amalgamation of project data (both quantitative and qualitative) and proper reporting of the outcomes and impacts of all projects.
  • Help in preparing terms of reference (TORs) for external consultants for research activities.
  • Help the Senior M&E Manager in planning and implementing baseline surveys, needs assessments, mid-term and end of project reviews/evaluations including preparation of TORs.
  • Contribute to the project’s learning, support staff and partner development through trainings, and coordinate with other agencies for learning and sharing of good practices in M&E.
  • Carry out other duties as assigned by the Senior M&E Manager.

Qualifications:

  • Bachelor’s degree in a field related to M&E is required. Master’s degree is preferred.
  • Minimum two years of experience in M&E of international development projects is required, preferably for USAID.
  • Experience developing data collection instruments and collecting data in the Arab region.
  • Strong analytical skills using various software.
  • Strong interpersonal communication skills and teamwork abilities.
  • Advanced professional proficiency in both written and verbal English (ILR 4 or above) required.
