USAID Yemen My Education Activity (Taleemi Activity)

We are currently seeking qualified candidates for the position of Chief of Party for the upcoming USAID Yemen My Education Activity (Taleemi Activity). This position will be based in Aden and requires travel to other locations in the South of Yemen. The position is contingent upon award.  

The duty station is designated as extreme risk and poses a heightened risk or direct threat to personal safety. FHI 360 has implemented mitigation measures and policies to ensure staff safety in coordination with FHI 360 Global Security. Project Description 

The goal of the USAID My Education Activity (Taleemi Activity) is to improve outcomes for out of-school children and youth through inclusive, high quality non-formal education in Yemen. This activity will ensure that out-of-school children and youth in Yemen transition into the formal education system; obtain certification of completion that will benefit them if they are not able to re-enter formal school; or benefit from pathways to training and economic opportunities after completion of NFE programming. The activity includes the following results: 

  • Increased enrollment and retention of out-of-school children and youth in community responsive, safe, and adequately resourced environments 
  • Out of school children and youth acquire foundational and life skills for transitioning into formal schools or entering the workforce 
  • Improved implementation and management of non-formal education programs 

The activity will be implemented in the South of Yemen in coordination with the Internationally Recognized Government of Yemen. 

Position Description 

The Chief of Party is responsible for providing overall leadership, management oversight, and technical direction for the program, ensuring an integrated vision across components and actors, with a focus on achieving the results defined in the award. The Chief of Party’s responsibilities include managing the annual work plan and budgeting process; creating/developing an effective project management team; applying adaptive management principles to ensure activities respond to changes in the operating environment, including unforseen crises and opportunities; overseeing an effective monitoring and evaluation system; and coordinating activities and sub-grantees to achieve results. This individual will be the primary liaison with USAID, other donors, key stakeholders, and other implementing partners. The Chief of Party will be expected to identify issues and risks related to program implementation in a timely manner and suggest appropriate program adjustments. They will supervise activity implementation and ensure activities meet stated goals and reporting requirements. The Chief of Party will have demonstrated ability to work in complex, conflict affected environments, across different cultures, and manage diverse teams to deliver impact within agreed timelines. 

Job Summary/Responsibilities 

  • Provides leadership to the project team, technical and operational aspects of the project, including planning and implementation of the project; ensuring clarity over plans and priorities, and models and facilitates effective teamwork 
  • Provides technical and managerial leadership, including capacity building to the project 
  • Oversees the development and implementation of program work plans and strategies aligned with donor and government priorities 
  • Collaborates with partner organizations (both public and private), USAID and other USAID/donor-funded projects to achieve the project’s objectives 
  • Coordinates and is responsible for the preparation of the annual work plans, budgets, and annual progress reports, in a timely fashion for submission to USAID 
  • Ensures high technical standards are used to guide the technical and programmatic aspects of work plans and activities 
  • Supports transition of donor funded activities to sustainable local ownership and financing 
  • Plans, directs, and coordinates activities to ensure that goals and objectives are accomplished within prescribed time frame and funding parameters 
  • Establishes project teams and standard operating procedures to meet project goals and ensure compliance with policies 
  • Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives and their individual responsibilities in upholding these standards and policies 

Required Qualifications 

  • Bachelor’s degree in education, public administration, international development, or related field from an accredited university; Master’s degree or Ph.D. or Ed.D. is highly preferred 
  • Minimum 12 years of related experience in increasingly senior roles; at least eight years managing education programs at a senior level (DCOP or COP equivalent); experience working in a non-governmental organization (NGO) 
  • Demonstrated knowledge of USAID rules, regulations, policies, and procedures as they relate to project and program compliance and reporting 
  • Previous experience leading programs in Yemen or similar complex crisis affected countries is required. 
  • Strong knowledge of and experience implementing adaptive management approaches 
  • Strong knowledge of conflict sensitivity and Political Economy Integration into implementation 
  • Strong knowledge of, and commitment to, gender and social equity issues in education; expertise in gender equality and social inclusion preferred 
  • Strong knowledge of non-formal education for older children and youth, teaching and learning material development, assessments, and teacher professional development in Yemen or similar contexts 
  • Experience strengthening local systems, supporting reform, and promoting institutional capacity development 
  • Relevant management, supervisory, technical experience working with programs that are of a similar scope and scale to this program 
  • Demonstrated leadership, strategic planning, effective organizational development, partnership-building, capacity-building, managerial, teambuilding and communication skills 
  • Proven ability to coordinate and oversee local partner capacity building activities, including technical, managerial and governance capacities 
  • Demonstrated ability to work across different cultures, and manage diverse teams to deliver impact within agreed timelines across a broad geographic area 
  • Proven ability to coordinate with government stakeholders, as well as non-governmental organizations 
  • Experience in the education sector in Yemen or similar contexts 
  • Oral and written fluency required in English and Arabic
