Job Summary

Sam Schwartz is seeking a full-time Transportation Analyst in Albany, NY to assist the New York State Department of Transportation (NYSDOT) at their offices at 50 Wolf Road, in Albany, NY.

The Transportation Analyst (TA) will assist the NYSDOT in capturing and analyzing construction, highway, and incident data that will be used to track the performance of both the highway system and traffic operations. The data is stored in a variety of data sources, in multiple formats, and from multiple agencies that must be consolidated for reports, maps, or to provide historical trends. The TA will be responsible to monitor the data to provide information on travel impacts from construction, highway maintenance activities, inclement weather, or the effects of traffic incidents on the highway system. The TA will be called upon to perform various studies and generate reports on those findings to internal/external transportation partners or to dynamically maintain public information sites. Reports and data may also be requested to assist with unique traffic studies or investigations; to assist in the planning of future highway projects, or to verify the QA/QC of reported information.

Reports to the Office of Transportation Systems Management and Operations Bureau

Responsibilities & Qualifications

Responsibilities: 

  • Become a subject matter expert in Asset Management System functionality to assist with training, system administrator roles, troubleshooting problems for users, and quality control and assurance for Traffic Signals and Intelligent Transportation Systems (ITS). 
  • Aid in guiding the future of the Traffic Signal and ITS asset management programs as the Department further progresses into the field of connected and automated vehicles. 
  • Assist with reporting, performance metrics, and program analytics for Main Office and Regional Traffic Signal Technicians for asset inventory, condition, and lifecycle investments. 
  • Work closely with other office staff to troubleshoot and resolve any Asset Management related issues and develop guidance on other procedural matters as directed. 
  • Support the management of the Traffic Signal Improvement Program (TSIP) by aiding in the development of purchasing contracts and performing specification reviews for Traffic Signals and ITS. 
  • Assist in reviewing and finalizing shop drawings and other correspondence received from vendors. 
  • Act as the Regional liaison for the Department’s Signal Permit Program. 
  • Process/consolidate information received from multiple sources into clearly written situation reports.  
  • Prepare, review, and maintain project documentation, standard operating procedures, and technical reports prepared by others. 
  • Collaborate with managers and other staff members to formulate and implement policies, procedures, goals, and objectives. 
  • Collect, evaluate, and summarize data to influence future project decisions and planning and to show effects of variables regarding Asset Management elements.  
  • Review operations policies and planning methods and programs from other states for possible incorporation into New York State's program.  
  • May be required to serve a role within the Incident Command System to support the department’s response to regional and statewide emergency situations. 

Education Qualifications: 

  • Associates Degree in relevant field or equivalent job experience. 

Knowledge Skills & Abilities: 

Candidates for this position should be proficient in the following areas: 

  • Emergency Management, ICS and disaster preparedness experience highly desired.
  • Traffic incident management experience preferred.
  • Understanding of logistics, supply chain management and mobility a plus.
  • Working knowledge of the principles, procedures, goal, and objectives of traffic operations. 
  • Computer/software including MS Office 365 applications and SharePoint with a working knowledge of database concepts. 
  • Working knowledge in GIS software and of statistical software packages such as R.

Minimum Qualifications: 

Candidates for this position should be proficient in the following areas:

  • Asset management experience preferred. 
  • Understanding of logistics, supply chain management and mobility a plus. 
  • Working knowledge of the principles, procedures, goal, and objectives of traffic operations.  
  • Computer/software including MS Office 365 applications and SharePoint with a working knowledge of database concepts.

  • Ability to read, write and understand English with excellent communication verbal and written skills.  
  • Strong critical thinking, analytical, and problem-solving skills.  
  • Ability to multi-task and remain calm during high pressure situations.  
  • Ability to professionally interact with all levels of management.  
  • Ability to work independently and as a team member in a fast-paced, deadline-driven environment.  
  • Willing and able to travel up to 5 percent for meetings, training, etc.
