This position works closely with a team focused on the clinical information system running on Unix/Cache, its ancillary products, enterprise storage, enterprise backup/recovery, and other systems that support Information Technology.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor’s degree in information technology or computer science OR four (4) years of experience as a systems engineer, storage admin or database administrator is required.

2. Internal employees must meet all mandatory competencies in current position in order to qualify for promotion within IT.

PREFERRED QUALIFICATIONS:

EXPERIENCE:

1. UNIX: Experience with the design and implementation of Physical and Virtual Enterprise and Midrange level Windows/UNIX/LINUX Servers including IBM Midrange Servers. Experience with the design and implementation of complex HA clusters including IBM PowerHA. Experience with Logical Volume Manager (LVM) including the optimal design and implementation of Volume Groups, Logical Volumes and File Systems. Ability to monitor and optimize system performance as it relates to end-user application response time. Ability to assist in the development complex UNIX scripts to maintain, test and monitor the system health and automate tasks. Ability to assist in the design, implementation and monitoring the transfer of encrypted PHI data between external locations using SSL, SSH, FTPS and SFTP.

2. Database: Experience with the design and implementation of Enterprise Database systems. Ability to assist in the design and optimize system configuration to minimize implementation cost while maximizing system performance including Oracle and CACHE. Ability to assist in the monitoring of database performance and to make recommendations to maximize end user response time.

3. Enterprise Storage System: Experience with EMC Storage Products including VMAX, Clarion, Celerra, VNX and Isilon storage production. Experience should include but not be limited to SRDF/S, SRDF/A, Recover Point, PowerPath, Solutions Enabler, Time-Finder Clone, SNAP-VIEW Clone, Unisphere and Cisco MDS Family of Switches.

4. Enterprise Backup: Experience with IBM TSM Backup Solutions to back-up the following: Operating Systems, Databases, and Applications.

1. Develops System Requirements and Performs System Analysis: Develops selection and evaluation criteria based on identified system requirements. Determines and tests impact to vendor and WVU Medicine workflows for implementation of new systems.

2. Performs Systems Operations Analysis: Utilizes analytical tools and methods to examine and optimize system performance. Diagnoses issues and incidents and completes service requests.

3. Performs Systems Integration: Integrates systems that interoperate with or replace existing systems using detailed documentation and procedures developed by Systems Engineers, Senior Systems Engineers and Lead Systems Engineer.

4. Maintains Existing Production Systems to Ensure Optimal Availability: Implements effective change management policy eliminating unnecessary risks. Ensures systems are configured with current Operating System and Application Software patches and service packs. Installs, configures, and maintains computer hardware and software. Tests vendor supplied enhancements and upgrades. Maintains an audit trail of important system activity to ensure the efficient analysis and resolution of production issues. Monitors logs for suspicious activities.

5. Provides Project Management Support: Reviews project deliverables and timelines to ensure assigned tasks are completed on time.

6. Teamwork: Works well in a team environment. Shares knowledge and experience with other team members. Accomplishes tasks by involving and mentoring other team members in tasks and projects. Develops and maintains detailed documentation defining the operation and planning of IT systems.

7. Process Improvement: Applies proven solutions to improve work processes and systems centered on our patients/families and customers.

8. This position may require travel to other West Virginia United Health System (WVUHS) facilities or affiliated sites to assist with implementations, training, and/or support.

9. Adheres to the established policies of the WVUHS as well as the policies of the entity or entities where the IT team member is assigned to work and/or employed.

10. Accepts on-call responsibilities and responds with action, either by phone call or on-site as defined by Department Policy.

11. Other duties may be assigned.

Applications (Horizon Patient Folder, Epic, Lawson, Cloverleaf, SunQuest) Ability to monitor and optimize storage sub-system performance as it relates to end-user application response time. Ability to identify and rectify storage sub-system bottlenecks. Ability to use and manage storage vendor data replication methods to meet organizational disaster recovery RPO and RTO SLA’s.

1. Develops System Requirements and Performs System Analysis: Identifies specific requirements, resources, and processes for complex system modifications. Develops detailed selection and evaluation criteria based on system requirements. Exhibits knowledge of WVU Medicine systems and standard industry solutions. Determines and tests impact to vendor and WVU Medicine workflows for implementation of new systems. Develops detailed RFI/RFP’s in support of selecting complex software and hardware solutions. Develops detailed vendor selection evaluation criteria based on system requirements. Creates prototype designs for complex and high risk projects. Ensures new implementations and designs are cost effective, sustainable, and achieve optimal (99.999%) availability. Serves as an advocate for new technology that enhances system availability (99.999%), sustainability and improves patient outcomes.

2. Performs Systems Operations Analysis: Independently evaluates and documents operational performance. Diagnoses issues and incidents and completes service requests and problem resolution for complex systems. Provide direction to other staff regarding technical solutions to resolve system issues. Utilizes complex analytical tools and methods to examine system performance. Develop Root Cause Analysis documents (RCA) to define the cause of unplanned system outages which include a plan of action to prevent similar outages. Develops capital spending plans to ensure the ongoing and stable operation of existing systems. Reviews and monitors operational budget requirements and identify cost savings that do not compromise operational stability. Reviews and monitors existing maintenance contracts to ensure relevant assets are adequately covered.

3. Performs Systems Integration: Integrates large scale complex systems that interoperates with or replace existing systems. Ensures integration occurs with a minimal impact to patient care and outcomes. Develops detailed integration documentation that guides Associate Systems and Systems Engineers in the integration and configuration of systems. Develops test scripts and utilizes software to diagnose and resolve complex integration issues.

4. Maintains Existing Production Systems to Ensure Optimal Availability: Implements effective change management policy eliminating unnecessary risks. Ensures systems are configured with current Operating System and Application Software patches and service packs. Installs, configures, and maintains computer hardware and software. Tests vendor supplied enhancements and upgrades. Ensures that systems remain supportable by their respective vendors. Responds to unscheduled downtime issues and reduces the impact of such downtimes on the enterprise by directly resolving the problem or working with vendors contracted to resolve the problems. Ensures systems are recoverable in the event of a software or hardware failure in alignment with business criticality needs, HIPAA, and other regulatory agencies. Coordinates the preparation and testing of the system wide Disaster Recovery Plan. Maintains an audit trail of important system activity to ensure the efficient analysis and resolution of production issues. Monitors logs for suspicious activities.

5. Provides Project Management Support: Reviews project deliverables and timelines to ensure assigned tasks are completed on time. Collaborates with project managers to develop realistic work estimates, project scope, financial budgets, and project schedules. Measures progress toward goals and revises work plans accordingly. Examines project deliverables for accuracy and provides assistance and mentoring to others. Proactively updates management of issues affecting project status. Assists in developing project time line remediation and project scope remediation to ensure project success. Develops detailed timelines to track and plan system upgrades, updates and planned downtimes.

6. Teamwork: Works well in a team environment. Shares knowledge and experience with other team members. Accomplishes tasks by involving and mentoring other team members in tasks and projects. Develops and maintains detailed documentation defining the operation and planning of IT systems.

7. Leadership: Mentors Associate System Engineer and Systems Engineer in their career development process and daily tasks.
