This Opportunity: 

The USAID/Ukraine - New Procurement and Supply Chain Reform Activity will focus on three objectives: Strengthening pharmaceutical sector resilience; Increasing pharmaceutical sector governance transparency; and, ensuring that the essential medicines system is increasingly patient-centered. 

The Deputy Chief of Party will be the project technical lead and ensure that the goals of the three objectives mentioned above are met. The Deputy Chief of Party will help the Chief of Party oversee a team of pharmaceutical policy and governance, pharmaceutical financing, and supply chain management professionals to improve the Ukraine’s health system by strengthening its pharmaceutical sector. The Deputy Chief of Party will provide technical assistance in key areas of pharmaceutical sector management such as, forecasting and planning, procurement process, supply, distribution and stock management. Lastly, the Deputy Chief of Party will oversee the structure, strategy, workplans development/implementation, and coordinate with relevant stakeholders.

The position is based in Kyiv, Ukraine.

Reporting and Supervision: 

The Deputy Chief of Party reports to the Chief of Party and oversees project-related activities as requested by the Chief of Party.

Primary Duties and Responsibilities: 

  • Support the Chief of Party with overall program management and oversight of the project-related personnel
  • Oversee the development and execution of work planning processes
  • Assist the Chief of Party with assigning staff to project work plans and USAID requests, such as staff procurement
  • Co-lead and manage systematic functions such as budget, work plan, and report development, and effectively implement the program strategy
  • Provide operational support and help structure systems
  • Troubleshoot implementation issues by assigning relevant stakeholders to address these challenges and by following best practices and lessons learned
  • Cultivate open communication throughout the project with the Chief of Party, technical advisors, other relevant internal and external stakeholders
  • Manage the structure and strategy for new workplans, ensuring timely submission to and approval by the client and ensuring the successful achievement of agreed objectives and activities
  • Assist COP with coordinating internal and external stakeholders, technical advisors, ministry personnel, and USAID
  • Safeguard compliance with USAID, GOU and USG laws, regulations, policies, and procedures

Key Competencies Required: 

  • Master’s degree in global public health, business, supply chain management, public administration, healthcare administration, or a related field.
  • Experience as a Deputy Chief of Party or in a senior leadership position of a project that is implemented at the country level that required the assembling, managing, and supervising complex teams.
  • A minimum five-year track record of implementing pharmaceutical management systems strengthening related activities in developing countries. Experience with at least one disease-specific program, such as TB, HIV, and AIDS is required.
  • Demonstrated experience overseeing and providing technical assistance in key areas of pharmaceutical sector such as forecasting and planning, procurement, supply and distribution, rational use, and stock management.
  • Demonstrated experience coordinating and collaborating with stakeholders including government agencies, governments and counterparts, and international donor agencies.
  • Experience in monitoring and documenting project activities and outcomes.
  • Ability to exercise leadership, build teams, maintain effective communication, motivate, and generate commitment within a team.
  • Strong interpersonal skills such as leadership, being a team player, and dependability
  • Fluency in English, proficiency in Ukrainian and/or Russian, excellent knowledge of written and spoken English including oral presentation skills.
