DCAS’s Division of Energy Management (DEM) leads the City’s efforts to reduce carbon emissions from government operations. Our goals are to reduce greenhouse gas (GHG) emissions 40 percent by 2025 (40x25), 50 percent by 2030 (50x30), and 80 percent by 2050 (80x50). Additionally, DEM is tasked with completing work related to the City’s other energy-related commitments, such as pledging to install 100 MW of solar photovoltaics on City buildings by 2025. DEM works toward achieving the above goals by managing the City’s utility accounts, developing the City’s annual utility energy budget; helping our agency partners identify and pursue energy-saving opportunities at their facilities; leading energy efficiency and distributed generation projects across the City’s portfolio; and helping implement operations and maintenance best practices.

The Senior Project Manager, Building Optimization will work within DEM’s Operations Unit, under the guidance of the Senior Program Manager, Preventative Maintenance (“PM”), but in extremely close coordination with DEM’s other units. In the first 18 months, it is expected that the Senior Project Manager will be able to successfully manage all preventative maintenance projects across the City. Beyond this, in the first 4 years, it is expected that the Senior Project Manager contribute and help to execute a Preventative Maintenance Program. This program will be aimed at executing the crucial backbone to building optimization by identifying and preventing mechanical and control failure before it arises.

The Senior Project Manager will be charged with responsibilities including, but not limited to, the following:

1. Project Management | Lead the management of all relevant preventative maintenance projects across both mechanical servicing projects and controls servicing projects. Tasks may include but are not limited to budgeting, project tracking, field inspections, and collection/review of project close-out documentation.

2. Program Expansion + Further Development | Support the Senior Program Manager, Preventative Maintenance in the development and execution of an innovative City-wide Preventative Maintenance Program that focuses on servicing HVAC mechanical and controls equipment. An area of specific focus will be in the development and execution of a computerized maintenance management system (“CMMS”) solution to support the City’s asset management, condition assessment, work order management, and beyond. Areas to consider in the development of the solution are system centralization, interoperability, and transparency.

3. Performance Management | Monitor, report, and maintain project-level tracking of key metrics including asset conditions, equipment downtime vs. runtime, recommended and implemented ECMs, associated energy, GHG and cost savings, and any associated measurement & verification (“M&V”). Additionally, drive quality control and quality assurance efforts as it relates to preventative maintenance across the City’s agencies.

4. Agency Engagement | Facilitate preventative maintenance correspondence with agencies in the advancement of relevant projects and in the further development of a City-wide Preventative Maintenance Program.

Flexible Work Update:

This position may be eligible for remote work up to two days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37.

Qualifications

1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.

To be appointed to Assignment Level II and above, candidates must have:

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or

2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.

Appointments to this position are subject to a minimum probationary period of one year.
