Property Management Grounds Maintenance Specialist Trainee

Pay Schedule II, Grade H15, Regular Schedule: 40 hours per week

A vacancy exists in Property Management, Office of Budget and Finance.

Examples of Duties

Under close supervision, trains to drive a single-axle commercial weight vehicle and operate equipment utilized in the maintenance of recreation and park grounds and facilities, school recreation centers, and other County-owned facilities. Participates in training to achieve and maintain proficiency in the following duties:

  • Drives a commercial weight vehicle to transport equipment and tools to work sites. Operates tractors and attachments, mowers, saws, and similar equipment. Participates in the countywide snow removal operation. Maintains and repairs tools and equipment.
  • Plants, waters, cultivates, sprays, and cuts grass on park grounds. Performs all operations required for the upkeep and repair of turf, trees, and shrubbery.
  • Assists in laying out, constructing, and rebuilding athletic fields, parks, and playgrounds. Installs playground apparatus, goal posts, and backstops.
  • Erects and repairs fences, barriers, park signs, and benches. Removes debris from park and playground areas. Assists in repairing sidewalks, drinking fountains, and water lines.
  • Performs various skills in basic carpentry, painting, plumbing, welding, electrical and other maintenance work on park and recreation facilities.
  • Picks up refuse at park sites and recreation facilities.
  • Keeps simple records and logs.
  • Participates in safety related training including, but not limited to, equipment operation and the handling of hazardous materials.

Examples of Other Duties

May perform custodial tasks such as cleaning restrooms and emptying trash. Performs other related duties as required.

Qualifications

Possession of a valid license equivalent to a non-provisional, non-commercial, class C Maryland driver's license.

Age Requirement

Non-Maryland residents must be at least 21 years of age at the time of appointment.

Licenses and Certificates

Possession of a valid driver's license equivalent to a non-provisional, non-commercial, class C Maryland driver's license is required at the time of application.

Proof of Licenses

Applicants are required to submit proof of licenses in order to meet the required qualifications of the position.

EXAMINATION PROCEDURE

Applicants will be qualified based on an evaluation of their training and experience, as stated on their application, which includes answers to the supplemental questions. Applicants must state the dates and duties of past and present experience clearly and completely for evaluation purposes.

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees’ Retirement System, with very limited exceptions. 

This is a training classification. Employees are appointed to this classification for a maximum of eighteen months. Upon receipt of a Medical Examiner's Certificate in accordance with Federal Motor Carrier Safety Regulations and a valid driver's license equivalent to a commercial, class B driver's license, and subject to the approval of the Office of Budget and Finance and the Office of Human Resources, incumbents will be reclassified to Property Management Grounds Maintenance Specialist I. Incumbents who do not obtain a Medical Examiner's Certificate and a valid driver's license equivalent to a commercial class B Maryland driver's license within eighteen months of employment will be terminated. Employees in this classification are designated as Emergency/Essential and may be required to work overtime with little or no advance notice.

Physical and Environmental Conditions

The work of this classification entails the performance of heavy physical labor including bending, stooping, climbing ladders, lifting and carrying heavy objects, and the operation of vehicles, machinery, tools, and equipment. Some work requires exposure to potentially hazardous conditions such as adverse weather and electricity.

Medical Examination and Employment Background Investigation

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks.

Salary

Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance

General Increases - Cost of living increases and adjustments may be granted as legislated.

Longevity Increases - In accordance with the specific pay schedule, a full-time merit or classified employee may receive a longevity increase, equivalent to one step, upon completion of a certain number of years of classified service with the County.
