Proposal Summary:

Since Armenia’s peaceful political transition in 2018, the Government of Armenia has embarked upon enacting key institutional reforms across numerous sectors. At the same time, the Government has faced significant difficulties with communicating these reforms and the progress made due to functional and institutional constraints. This activity will support the development of a more agile institutional architecture capable of effective synchronization, establishing new rules and guidelines across communication channels, creating a unified corporate identity, and enhancing the capacities of responsible staff.

Position Summary:

The Chief of Party is responsible for the project team’s overall achievement and quality assurance of deliverables. They will local and international specialists to implement activities within three focus areas: Support institutional set up and talent management for streamlined strategic communication; Ensure institutionalized systems and capacity for data-driven information management to inform strategic communication; Foster citizen-centered strategic communications and public engagement. This program will be funded up to five-years.

Responsibilities:

  • Co-develop communication strategy and quarterly plan of action.
  • Lead communications/coordination with USAID/Armenia, Government of Armenia and MSI Home Office.
  • Approve technical deliverables and client submission.
  • Support project monitoring and evaluation efforts including drafting of reports.
  • Spearhead project technical direction including advising on data analysis and public opinion polling.
  • Manage relationships and communications with subcontractors.
  • Supervise production of brochures, reports, fact sheets, PowerPoints.
  • Coordinate and communicate about training/meetings with implementing partners.
  • Provide input for social media content, toolkits and analytics.
  • Responsible for developing and implementing a local media monitoring strategy.
  • Contribute to thought leadership and project marketing and promotion though the creation of blogs, videos and various content for USAID platforms.

Qualifications:

  • A master’s degree in communications or a related field of study (or bachelor’s degree in a relevant field with an additional 6 years of relevant experience).
  • At least 4 years of related public relations, public outreach, communications for development or experience leading USAID development projects with significant communications-based activities.
  • Demonstrated experience managing a team and serving in a client-relationship managerial role.
  • Demonstrated experience supervising production of written products such as articles, reports, fact sheets, proposals, speeches, success stories, press releases, web site content, Facebook, Twitter and YouTube content; planning and managing VIP and other site visits; coordinating press engagement.
  • Written and oral English fluency. Armenian language skills preferred.
