Project Summary:

The Yemen Continuous Learning and Evaluation (YCLE) program provides rapidly deployed, robust, on-the ground, in-country oversight of USAID funded development activities implemented in Yemen. The YCLE Contractor supports the prudent use of U.S. taxpayer funds in an efficient and cost-effective manner, with a focus on: 1) Performance and Contextual Monitoring and Verification Services; 2) Evaluation Services; 3) Analysis and Reporting Services; 4) Collaboration, Learning, and Adaptive Management Services; and, 5) Program Support Services. The overall goal of YCLE is to enable USAID/Yemen to become a more effective and adaptive development organization.

Position Summary:

The Senior Monitoring, Evaluation and Learning (MEL) Specialist will play a critical role in managing evaluations, assessments, and other tasks assigned by the Chief of Party (COP). The Senior MEL Specialist will work closely with a variety of stakeholders to ensure the quality of deliverables are of high standard. The Specialist will be responsible for “taking ownership” for the efficient and successful accomplishment of MEL tasks.

Responsibilities:

  • Design and implement performance of development interventions including evaluation design, developing evaluation questions, etc.
  • Provide guidance to the technical teams in developing and updating performance monitoring plans.
  • Leverage performance monitoring data for improving ongoing project management.
  • Design and field-testing surveys and other data collection instruments.
  • Design and work on preferably leading an evaluation team.
  • Provide support for performance monitoring design and implementation, including data collection analysis and reporting.
  • Design and review research tools and data collection instruments for COP review and approval.
  • Ensure that data collected in the field is valid and consistent with the technical design requirements of the project and in accordance with good practice.
  • Draft informative and user-friendly reports and presentations for YCLE clients and stakeholder for COP approval and submission to USAID.
  • Provide expertise and support for the design and management of indicators, MEL plans, performance targets, data quality assessments, data collection, analytical tools, and reports.
  • Support the creation and management of performance indicator tracking systems/databases, such as Development Results.
  • Support the inclusion of gender dimensions in all MEL efforts.
  • Support YCLE efforts to promote opportunities for Collaboration Learning and Adapting (CLA) within USAID and among its stakeholders.
  • Remain current on U.S. Government monitoring polices and ensure their application.
  • Support the use of technological innovations when conducting monitoring, such as tablets and smartphones.
  • Support the use of Geographic Information Systems (GIS) as a monitoring tool.
  • Help organize and support monitoring and evaluation (M&E) communities of practice with USAID.
  • Support the design and implementation of evaluations and studies carried out by the YCLE team and its partners.
  • Conduct all work professionally and ethically while collaborating effectively with YCLE team members in a cohesive, positive working environment.
  • Assist with completing other tasks in other areas to balance workloads, such as assisting with editing English documents and compiling reporting documents when needed.

Qualifications:

  • Bachelor’s degree required. Master’s degree in a social science, development studies, or related field preferred.
  • Minimum seven years of experience developing and managing evaluations, monitoring systems, and/or conducting social science research is required.
  • Experience designing and implementing performance of development interventions including evaluation design and developing evaluation questions.
  • Experience designing qualitative and quantitative data collection efforts, analyzing and reporting data.
  • Experience supporting program evaluations, preferably as a team member. 
  • Experience with USAID preferred. 
  • Experience working in Yemen, the region or conflict environment is desirable.
  • Strong interpersonal, written and oral communication skills.
  • Ability to travel to other Yemeni cities. 
  • Fluency in English is required. Arabic language skills are a plus.
