The Capabilities Team in DLUHC are responsible for careers, centrally-delivered Learning & Development and the performance & development process. To ensure the successful delivery and pace of this work we are looking to recruit a new Capability Project Manager who will contribute to the delivery of our programme by leading the project management function of the team supporting the G7 Future Skills and Learning Lead. The project manager will lead on maintaining our project reporting documentation and managing our risk, evaluation and governance processes. They will manage the central training budget, gaining excellent experience in managing a large, high volume budget. They will build trusted relationships with team members to help support and coach them through the project management process. The successful candidate will enjoy working in a supportive collaborative team which looks for new ways to improve our services and places a high emphasis on personal development and growth.

Job description

  • Manage and monitor the capabilities programme plan, supporting the team leadership with reporting on progress and interdependencies. 
  • Partner project leads to develop project plans and regularly report on their progress. 
  • Provide advice and guidance to support the development of good project management practice in the team. 
  • Manage the central training budget, escalating where appropriate. 
  • Manage the team evaluation process, collecting data from project leads and creating evaluation reports with support from the directorate analyst. 
  • Manage risks and issues, ensuring regular reporting and escalation as appropriate. 
  • Implement and maintain systems and tools for monitoring and reporting on project delivery to assess and interpret performance. 
  • Ensure appropriate and proportionate governance and reporting controls are in place  
  • Continuously look for ways to improve our processes and the way we deliver for our customers 
  • This role may have future scope to line manage 
  • Opportunity to develop project management and data skills, including through qualifications

Person specification

Essential experience: 

  • Experience in a programme/project management or PMO role. 

Essential Skills: 

  • Excellent attention to detail and organisation 

Excellent communication and stakeholder engagement skills. 

  • The ability to establish and maintain strong, influential relationships with a range of people
  • Comfortable with the use of spreadsheets, for example use of pivot tables and basic formulas
  • Understanding of governance and assurance, reporting and risk management. 
  • A commitment to continuous improvement and an ability to deliver a high-quality service.  

Desirable qualifications:

  • Managing Successful Programmes Practitioner or PRINCE2 Practitioner or APM Project Management Qualification.  

Desirable experience/skills: 

  • Experience of managing a budget 
  • Comfortable interpreting, displaying and using data to drive improvements to our service
