Management Information System (MIS) Consultant 

Project Overview and Role:

The USAID Diversified Agriculture-led Growth Poles for Inclusive, Sustainable and Resilient Wealth Creation (Growth Poles Project, or GP) is a partnership with private sector to drive resilient prosperity that will improve food security, incomes, jobs, and exports in Malawi. GPP will take USAID catalytic financing to a new level by deepening, replicating, and accelerating the model under GPP.

The Management Information System (MIS) Consultant will review and design a platform for the digital collection, storage, analysis, and dissemination of activities’ implementation data, as well as providing dashboard visualizations, including spatial/GIS-enable visualizations, for interventions and performance indicators data arising from the Growth Pole Project and its partners’ implementation and leverage of resources. The MIS Consultant will also design and develop Growth Pole Project participants’ Identity Cards with QR Codes.

  • Contract Type: Short Term Consultancy

Primary Duties and Responsibilities: 

  • Propose and develop an effective, efficient, expandable and interoperable MIS that integrates and is compatible with existing systems.
  • Ensure that MIS is capable of providing quick, preferably automated, data processing and analysis (dashboard capability and links) of trends and comparisons against defined indicators at various levels and timeframe.
  • Propose and develop compelling data visualizations, including spatial GIS-enable visualizations, based on the needs of the GP team,
  • Develop data sharing mechanisms and protocols for ensuring effective internal coordination across the Growth Pole Project Departments and external Partners.
  • Identify key inputs (training, travel, equipment etc.) and costs associated in the development, testing and implantation of the MIS and the participants Identity Cards with QR Codes.
  • Train key staff members of the Growth Pole Project and partners on the developed system.
  • Develop MIS user manual / guiding document for sustainability purposes.

Required Qualifications:

  • Demonstrated experience in the development and implementation of management of information systems, with solid expertise in developing dashboard reporting systems (note that shortlisted applicants will be requested to provide prototype or MIS that they have developed).
  • Previous experience designing and developing MIS systems using SurveyCTO and PowerBI highly preferred.
  • Demonstrated experience designing and implementing systems using QR Codes in data collection and data management to identify unique individuals or entities over multiple rounds of data collection (note that shortlisted applicants will be requested to provide details of systems implemented).
  • Strong writing skills, including the ability to produce clear and error-free documentation and instruction manuals.
  • Strong skills in analysis, critical thinking, problem solving and reporting.
  • Ability to mentor, coach and provide professional development to others.
  • Strong teamwork and team building skills.
  • High standards of behaviour and a commitment to high professional performance.
  • Knowledge and experience in MIS and database management in the Agricultural and Private sectors is desirable.
