This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, the position performs grant writing and research activities relating to the identification of funding sources and the development of grant applications; and performs related duties as required.

ESSENTIAL DUTIES:

  • Research and identify available grant opportunities through public and private agencies.
  • Provide recommendations and strategies on prospective funding opportunities to program leadership.
  • Responsible for assuring that all federal grant goals, objectives and critical benchmarks are met by the Bureau.
  • Support the collection and analysis of data pertaining to the performance of the bureau.
  • Conduct grant monitoring readiness goal achievement through the grant cycle for all grant funding streams.
  • Position will assist in the development of grant applications and proposals, including program concepts, budgets, and associated work/project timelines for program implementation.
  • Review completed grant applications to ensure proposed activities are in compliance with funder requirements.
  • Monitor bureau’s grant funded projects and works with program staff to monitor their implementation and to ensure compliance with funding source reporting requirements
  • Coordinate project timelines with approved budget expenditures, ensuring that budget timelines coincide with project timelines.
  • Participate in local, state, regional and federal conferences regarding performance evaluation and improvement, program directives and funding.
  • Build relationships with funding agencies and organizations.
  • Assist with the preparation and maintenance of program reports and records.
  • Excellent oral and written skills.
  • Additional duties may be required for this position.

Qualifications

MINIMUM QUALFICATIONS:

Graduation from an accredited college or university with a Bachelor’s degree in Business Administration, Public Administration, or a directly related field, plus two (2) year of grants preparation, community outreach, or project management experience

Licensure, Certification, or Other Qualifications:

N/A

SELECTION REQUIREMENTS:

This position requires applicants to complete an interview which will include a written exercise and excel skills assessment test as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected.

Preference will be given to candidates possessing the following:

  • Previous experience coordinating and monitoring the implementation of programs within regulatory guidelines.
  • Previous experience developing program budget reports for compliance with grant funded programs.
  • Previous experience in a position which requires preparing reports, budgets and grant applications.
  • Previous project management experience.
  • Expert Proficiency level with Microsoft Word and Microsoft Excel computer software applications.
