The Opportunity

The Head of I&T Demand and Portfolio Management is responsible for Demand, Portfolio, Program Management and Project Management for the I&T organization. You will facilitate a demand management process, guide portfolio management and prioritization, and mature program management approaches and project management approaches for the I&T organization. Central to the work is framing the value of strategic plans, and overseeing the planning, monitoring and control of all project work for I&T. You will manage a team of Portfolio Managers, Program Managers and Project Managers supporting Business units and I&T towers that operate a living portfolio with direct links to strategy. You will bring best practices to the development and operation of the portfolio, quickening its implementation through governance, technology trends, data assets, and budget and program oversight. Tied to the digital, information, and technology strategies, you will work across organizations to ensure program execution and differential value.

The Role

Responsibilities:

Portfolio Process and Prioritization

  • Understand partner demands, priorities, and our goals.
  • Ensure the portfolio is aligned with I&T and Business strategy.
  • Frame the portfolio in language of business, providing clear choices and path for decision-making.
  • Convene, educate, and engage partners on the business possible effects of portfolio decisions.
  • Lead the enterprise prioritization process for investments in information and technology, ensuring a link between governance, strategy, architecture, and program execution.
  • Ensure appropriate I&T processes are applied for all demand ensure entering the I&T organization.
  • Partner with Head of Organization Change Management to ensure we integrate OCM to create an organized and transformative delivery capability.
  • Provide stewardship and leadership for the enterprise portfolio of programs, driving higher return, ensuring architectural fit, and managing risk.
  • Partner with finance to ensure financial expression of digital technology investments.
  • Establish mechanisms for securing and stewarding investment for digital programs.
  • Establish practices for investment opportunity evaluation, including a living portfolio process to manage the risk of longer-term programs.
  • Guide mature integrated Portfolio and PPM processes and promote Agile approaches in partnership with Business Office, Business Partners, Tower and Platform leaders, and Strategy & Innovation.
  • Develop predictive views of future run costs based on current portfolio choices

Portfolio Governance

  • Orchestrate the review and approval of enterprise programs and ensure understanding to CSL department strategies, enterprise portfolio and investment capacity.
  • Lead the Portfolio and Program Review (PPR) where the portfolio and major programs are reviewed and optimized for performance and value.
  • Prioritize technology investment portfolio with an enterprise filter and according to department strategies.
  • Help review resource use across portfolios and responsibilities.
  • Recommend the annual technology investment portfolio composition and budget (CAPEX and OPEX).
  • Review and monitor the health of the technology investment portfolio and agree on remediation steps or funding reallocation.
  • Facilitate executive decision support by the I&T Leadership team and I&T Enterprise Planning Committee governance forum.

Value Design and Business Modeling

  • Raise the expected and realized value of the information and technology portfolio, shifting the bar from incremental improvement to transformational change.
  • Guide the business case process with a focus on forecast accuracy and value capture.
  • Lead the organization to model scenarios, value trees, and business models for information and technology investments.
  • Develop investment logic for strategic shifts towards cloud, platforms, Agile, DevOps, and the curation of data assets.
  • Benchmark and identify opportunities regarding organizational productivity, business usage, ease of implementation, and cultural impact.

Value Capture

  • Evaluate and establish accountability measures for value realization across the enterprise.
  • Assess portfolio probabilities and changes to expected value.
  • Conduct after-action-reviews on areas of less and more than expected return.
  • Partner on change management plans to maximize the value of information and technology investments.
  • Work with Business Office and Business Partners on benefits measurement, tracking and reporting.
  • Collaborate with IT project teams to ensure that OCM and communications activities are integrated into project plans and that project timelines and budgets are met.

Guide Demand Management, Program Management and Project Management

  • Partner with the Head of I&T Frameworks and Governance to establish a Demand Management practice and mature PPM standards.
  • Improve adoption of PPM standards by team and broader organization.
  • Partner with Business Office to report Portfolio health and PPM maturity.

Your skills and experience

Qualifications:

  • Bachelor of Science in Computer Science, Engineering, Finance, or Management Information Systems
  • 10+ years information and technology experience, including specific experience in portfolio management, business modeling, and capturing the return on investments.
  • Pharma/Biotech or similarly regulated environment experience desirable.
  • Grow a cohesive team.
