CHICAGO DEPARTMENT OF AVIATION

NUMBER OF VACANCIES: ( 1 ) one

Under supervision, the class performs complex professional engineering work related to the design and testing of structural members for construction and maintenance projects; and performs related duties as required.

ESSENTIAL DUTIES:

  • Manage and direct structural engineering projects of significant size and scope in terms of budget, operations and/or staffing and assists in the preparation and management of project programs, budgets, and schedules
  • Functions as a specialized advisor to senior management or as a technical specialist to Working Group Committees, to provide requisite progress information in order to resolve complex structural engineering project issues as requested or required by the City and/or the Department of Aviation
  • Functions as section liaison on structural engineering issues to the CDA capital finance section such as new project initiation, blanket releases, technical grant information
  • Coordinates technical information requirements for reimbursement agreements with airport stakeholders and CDA capital finance
  • Monitors structural engineering project implementation and reviews project requirements with assigned project consultant and in-house staff, to ensure that projects are completed on time and within budget and follow all City of Chicago Aviation policies and procedures
  • Manages a portfolio of structural engineering projects from cradle to grave and directs the functions of the assigned team, including the coordination the development of contract scopes with the airport end users to deliver the objectives of the Chicago Department of Aviation
  • Manages in-house staff and consultants in the preparation of scope of services, budgets and specifications for structural engineering projects; established timelines and implements processes to track and monitor the progress of structural engineering projects and the accomplishment of key objectives
  • Provides assistance on the regulatory review process of structural engineering projects with local, state and federal authorities having jurisdiction.
  • Monitors services provided by contractors and consultants ensuring contract provisions meet structural engineering specifications
  • Reviews and manages schedule information prepared by contractors and consultants utilizing Critical Path Method industry standard software
  • Review bid requirements for structural engineering projects ensuring all aspects of the project are documented and accounted for
  • Assists in the development of terms and conditions, negotiations and award of contracts
  • Promote a collaborative philosophy with all contractors, consultants and project team members
  • Attend pre-bid meetings, walk-through and site visits.
  • Performs other related duties as required.

Location: Aviation Administration Building, 10510 W. Zemke Road, Chicago

Shift: Monday through Friday

Hours: 8:30 AM – 4:30 PM

The candidate selected for hire must pass an airport background check and a Security Threat Assessment.

Qualifications

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree in Structural Engineering or a directly related field of engineering supplemented by two years of structural engineering experience, or an equivalent combination of training and experience, provided the minimum degree requirement is met.

SELECTION REQUIREMENTS:

This position requires applicants to complete an interview. Interviewed BIDDERS possessing the qualifications best suited to fulfill the responsibilities of the position will be selected based on seniority and according to the CBA rules. Interviewed NON-BIDDERS possessing the qualifications best suited to fulfill the responsibilities of the position will be selected, AND

Preference will be given to candidates possessing the following:

  • Possession of EIT certificate, (Engineer in Training certificate)

NOTE: The candidate selected for hire must pass an airport background check and a Security Threat Assessment.

VETERANS PREFERENCE NOTE: The City of Chicago offers Veterans Preference to both current, active military personnel AND military personnel who have served in the Armed Forces of the United States and have received an honorable or general discharge. Eligible candidates must have at least six months of active duty documented. In order to receive the veterans preference, candidates need to indicate whether or not they are a veteran by answering "yes" or "no" to the question on the online application that asks, "Are you currently serving on active duty for at least six months in the Armed Forces of the United States OR have you served in the Armed Forces of the United States on active duty for at least six months and received an honorable or general discharge?" In addition, you must attach documentation to verify your military service. For veterans, you must attach a copy of your DD214 to your online application which includes character of service status OR a letter from the United States Veterans Administration on official stationery stating dates of service and character of service. For active military personnel, you must attach a letter from your Commanding Officer on official stationery verifying your active duty, length of service, and character of service in the Armed Forces of the United States AND a copy of your military ID to your online application. Failure to answer the question and attach the required documentation will result in you not being considered for the Veterans Preference.
