This Opportunity:

The Finance and Operations Manager is a full-time position for an upcoming award being solicited through USAID/Burma to promote inclusive democracy and economic growth by educating, equipping, and preparing Burma’s next generation of leaders. This Activity will expand the reach of USAID’s current higher education portfolio in Burma and support current and future community leaders, particularly those from vulnerable groups, to gain access to quality higher education learning opportunities by offering regional and local scholarships and a variety of higher education opportunities via multi-modalities that strengthen the higher education landscape. This position will be based in Yangon and is contingent upon contract award to Palladium. 

Primary Duties and Responsibilities: 

  • Oversee program operations, including but not limited to human resources, logistics, procurement, sub-contracts or sub-awards, and accounting/finance. 
  • Develop internal control measures, conduct internal financial audits, and coordinate external financial audits. 
  • Prepare budgets for annual work plans and financial reports for USAID.
  • Support Grants Manager in the administration of Grants Under Contract, from calls for expressions of interest through to implementation
  • Ensure the accurate tracking and recording of project expenditures and financial reports 
  • Guide and assist accountants and other program staff in preparing, revising, and monitoring budgets for ongoing activities
  • Manage the financial operations and financial reporting of the project, providing guidance and technical assistance to financial management personnel
  • Perform other related duties and responsibilities as assigned

Key Competencies Required: 

  • At least ten (10) years of progressively responsible experience in accounting, auditing, finance, or business management with a recognized organization, preferably for USAID programs.
  • Working knowledge of USAID policies, procedures, and reporting requirements 
  • Strong financial and operational management experience, including a track record in developing large budgets and in-depth knowledge of accounting principles.
  • Progressively responsible experience supervising project operations, including human resources, procurement, and sub-contracts or sub-awards.
  • Prior experience in a finance and operations role on a USAID funded program highly desired
  • Experience in managing grants under contract for USAID-funded programs of a similar size
  • Demonstrated experience managing staff
  • Demonstrated experience coordinating and collaborating with various stakeholders and grant awardees
  • Regional experience in the Southeast Asia region: Burma, Cambodia, Indonesia, Philippines, Thailand, etc. Experience in Burma strongly preferred
  • Advanced knowledge of computers and MS Excel
  • Experience working in high-risk and conflict-affected areas
  • Fluency in English
  • Proficient written and spoken Burmese not required but strongly preferred
