Task Order Director, Private Sector Engagement (PSE) and Supply Chain Systems Strengthening USAID/Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA)

This Opportunity: 

The Comprehensive Technical Assistance for Health Supply Chain and Pharmaceutical Management (Comprehensive TA) award is a mechanism within the Next Generation Global Health Supply Chain Suite of Programs. The purpose of Comprehensive TA is to strengthen safe, effective, quality-assured, affordable health commodities. Comprehensive TA will work to develop the capacity of local systems, institutions, and individuals to sustainably manage supply chains, for both USAID-procured health commodities and those procured through other donor and national/local systems, and to strengthen local pharmaceutical management systems, including quality pharmaceutical services and national regulatory systems. This will include support for governments to shift from supply chain operators and pharmaceutical service providers to stewards for commodity and service availability and security, with heavier reliance 

on the private sector to provide operational support. 

The Task Order Director for the GHSC Technical Assistance PSE and Supply Chain Systems Strengthening Task Order project is ultimately responsible for all aspects of the activity. This includes, but is not limited to, ensuring that the activities, including technical assistance and direct engagement and implementation within specific country contexts, is operationally sound and meets deliverable targets under the contract. In addition, the Task Order Director will ensure the project meets all of its deliverables in a timely manner, taking the lead in client communication and interaction, including all USG partners and other PSE and Supply Chain Systems Strengthening funders. The Task Order Director will also facilitate partnership management such that partner contributions meet the needs of the project in a coordinated and efficient manner. The Task Order Director will oversee global and project coordination, ensuring that the project effectively coordinates with other GHSC activities and other relevant stakeholders. The Task Order Director will also manage project staff by providing direct supervision to senior project leadership.

Reporting and Supervision: 

The Task Order Director will report to the Palladium Home Office IDIQ Manager. 

Primary Duties and Responsibilities: 

  • Provide access to and utilization of best-in-class thinking and practices in health commodities brought from increased utilization of the private sector. 
  • Further, national, regional, and local governments leverage of private sector capabilities by outsourcing supply chain management functions and operations as appropriate 
  • Building capacity for the government contract and tender management of private sector 3PLs and 4PLs 
  • Build government capacity to utilize private sector health clinics, retail pharmacies, direct to patient distribution services, and new dispensing technologies to increase access to health commodities 
  • Provide technical and strategic leadership and oversight on project activities related to private sector utilization and commercial supply chain and pharmaceutical solutions; 
  • Ensure high quality technical assistance and products by various team members, marshalling the appropriate technical resources to ensure the effective delivery of all technical products in this area that are responsive to the needs/requests of the client; 
  • Manage projects and directly provide technical assistance, including fieldwork, analysis, writing, and presentations; 
  • Communicate with USAID and other international donors and implementing organizations concerning cooperation and coordinating activities in which they are involved; 
  • Prepare scopes of work and activity budgets for projects and assignments; 
  • Document assigned project activities through briefs and other forms of written reports; 
  • Produce or contribute to analytic papers and products for specific assignments; and 
  • Present results of technical work for publications and at conferences and meetings. 

Key Competencies Required: 

  • Significant relevant international experience at a senior level in a large bilateral project or global project on topics related to private sector utilization for health in general, and commercial health supply chains for health in specific; 
  • Extensive experience working in Africa and low and middle-income countries elsewhere, providing knowledge of issues and development trends related to private sector supply chain utilization and best-in-class supply chain private sector solutions; 
  • Demonstrated ability to lead teams of technical, management, and administrative professionals; 
  • Demonstrated knowledge and experience in one of the following areas: health financing, workforce development, risk management, enabling environment, and limited construction as they relate to supply chain. consulting, strategizing, aligning, collaborating, and implementing with the private sector for greater scale, sustainability, and effectiveness of supply chain and pharmaceutical management interventions. 
  • Knowledge and experience with logistics information systems (LMIS) as well as pharmaceutical and health information management systems (PMIS/HMIS) 
  • Strong communication skills (written, verbal, listening, and presentation) are essential, as are strong interpersonal and consensus-building skills; 
  • Strong data analytical skills with experience presenting findings and ideas to decision makers, thought leaders, and international donors; 
  • Ability to multitask and flexibly to respond to clients and colleagues; 
  • Willingness to travel overseas; 
  • Solid computer skills in word processing, spreadsheets, database management, PowerPoint, and statistical analysis packages; and 
  • Fluent written and spoken English. 

Professional Expertise/Competencies Preferred: 

  • Optionally, knowledge of foreign languages, particularly French. 
  • Previous working experience in Sub-Saharan Africa and low to medium income countries is strongly preferred.
