Description

 

To lead the development of the annual long-range capital plan and corresponding project specific business cases, and assures that the annual capital budget is consistent with the capital plan.

Essential Responsibilities:

Leads and facilitates capital planning activities in assuring our members have sufficient access to medical and related services.  Does so in a fiscally prudent manner, considering multiple factors and options while developing cases and capital requests.   Projects include site expansions, new site development, property acquisition, major capital equipment acquisition, and major leasing activities.

Leads the annual capital plan development process and quarterly forecast process, working closely with the Facilities and Financial Planning departments.  Supports the annual Strategic Refresh and Review with Program Offices including the development of the long range financial plan, and more specifically the capital-related elements of that plan.

Leads and manages Capital planning staff, as they provide analytic, consultative, and project organization support.   Supervises assigned staff which includes interviewing, selecting, training, motivating, evaluating, counseling, disciplining, and terminating in compliance with EEO/AA goals and personnel policies of the organization.

Participates, coordinates, or manages financial planning and income statement planning processes as directed by the Director of Financial and Capital Planning or the Executive Director of Financial Planning.

Jointly with Financial Planning, partners with HP operations and MAPMG leaders in developing and adopting a Care Delivery Strategy that is consistent with the Strategic Plan, and which helps inform our Capital Plan. Understands data needs and best sources relating to capital plan and business case development and execution.  Works closely with Delivery system finance and health plan financial planning department in conducting business case and facilitate review process.

Helps ensure that the Capital Plan and specific investments are aligned with the Strategic Plan.

Participates in monthly Capital Planning Workgroup meeting, setting of agendas, preparation of business case discussion documents, monthly progress reporting, and related items.

Partners with and provides consultative support to operations leaders around service delivery needs.  Partners with National Facilities Services (NFS) and the local facilities team in identifying best options to meet local facilities requirements.

Maintains a working understanding of our marketplace and our position in it.  Applies this understanding to our strategic thinking and in helping leadership appropriately and explicitly takes this understanding into consideration.

Ensures that labor partner perspectives and needs are understood and addressed.

Qualifications

 

Basic Qualifications:

Experience

Minimum seven (7) years of consulting experience with demonstrated business results, with two of those years in health care setting required.

Minimum three (3) years of direct managerial/supervisory experience required.

Education

Bachelor's Degree in healthcare administration, business, economics, management, industrial engineering, or related field  OR four (4) years of experience in a directly related field required.

High School Diploma or General Education Development (GED) required.

License, Certification, Registration

N/A

Additional Requirements:

Extensive knowledge of decision support systems; strategic, operational, and financial project management; and process and systems improvement required.

Demonstrated success in the areas of financial analysis including modeling, strategic/systems thinking, effective team building, change leadership, and results orientation required.

Knowledge of regulations and licensing requirements and local permitting processes and requirements required.

Strong logic and analytic skills, excellent verbal and written communication skills, strong facilitation and consulting skills required.

Coaching, mentoring, and team development skills required.

Demonstrated skills in emotional intelligence, including areas of intrapersonal and interpersonal awareness, adaptability, and stress management required.

Preferred Qualifications:

Three (3) years of experience in operations, space planning, master planning, and building technology preferred.
