Grants Management Specialist III, Atlanta, GA, US

SUMMARY

The Grants Management Specialist III supports the overall operational objectives of the Centers for Disease Control and Prevention, Office of Financial Services, Office of Grants Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following:

  1. Perform grant/cooperative agreement pre-award functions such as planning with sponsoring program offices, reviewing and providing comments on draft funding opportunity announcements, reviewing grantee applications, participating in objective review panels, conducting budget discussions with grantees, preparing pre-award and award documents, and providing advice and assistance to CIO program officials and applicants on the grant/cooperative agreement award process.
  2. New grant awards, completed within 30 days from receipt of funding package.
  3. Continuation and supplemental awards, completed within 30 days from receipt of funding package.
  4. Perform grant/cooperative agreement post-award functions such as processing continuations, supplemental requests, carryover requests, redirections, lifting restrictions, administrative actions, etc. Monitor and review progress reports, financial status reports, and annual audits.
  5. Post-award actions (carryovers, redirections, lifting restrictions, etc.) completed within 30 days from assignment.
  6. Perform the full range of closeout functions for expired awards.
  7. Independently research applicable regulations, policies, and guidance documents for grants management issues (pre-award, post-award, allowable costs, audits, etc.).
  8. Provide advice and assistance to program officials and grantees on grant/cooperative agreement administration issues.
  9. Attend meetings associated with assigned grants/cooperative agreements. Attend meetings/trainings associated with grants management responsibilities.
  10. Respond to data calls, email, telephone, and written communication promptly. Respond to email and telephonic inquires promptly and within a reasonable period of time. Respond to written communication with 3 business days.
  11. Perform various day-to-day administrative clerical duties as required in support of the grants/CoAgs, closeout and subcontracts functions including the maintenance of files, generation of required correspondence and special projects as assigned of the Agency.

9. Access systems to conduct financial operations as well as manage grants and cooperative agreements, including FAPIS, SAMS, TAGGS, PMS and other data systems. Identify and elevate issues related to data integrity, system integration, and interface.

  1. Gather, compile, copy, organize, and file grantee information, including accounting and financial data. Follow established procedures for cataloging, storing, and retrieving material.

SUPERVISORY/MANAGEMENT AUTHORITY

No supervisory or management authority.

EDUCATION

Bachelors with 3 years’ experience in Grant management. Completion of a formal grants management training program certificate strongly preferred.

KNOWLEDGE, SKILLS AND ABILITIES

  • Familiarity with Grants Solutions and Grants Management Module, Payment Management System,
  • Plain Language writing experience preferred.
  • Strong organizational skills; ability to coordinate and perform multiple tasks concurrently.
  • Previous experience with CDC programs, policies, and procedures highly desired.

WORK ENVIRONMENT

Work is conducted in a climate-controlled office environment. The environment may require prolonged sitting, prolonged standing, and light lifting up to 20 lbs.
