Purpose
Part of a dynamic team within Procurement Strategy and Capabilities group that contributes to the overall success of the Global Procurement Services (GPS) globally by ensuring initiatives are executed / delivered in support of the department’s business strategies and objectives. The Manager reports to a Senior Manager and works with multiple stakeholders across the Bank. The role will govern and manage the global procurement standards/practices internally, with providing quality assurance review and externally, with maintaining standards related to the Global Procurement Policy and Procedures. The Manager will also play an integral role in serving as GPS’ global central hub for audit/regulatory documentation, policy and procedure guidance, and is responsible for reporting procurement functional contribution, measuring overall team performance, and managing the success metrics of the department. This will require creativity, flexibility, analytical abilities, structured thinking, and strong written and oral communication skills. The successful candidate will be adaptable to a range of challenging projects and have a strong interest in procurement, innovation, and financial services.
Accountabilities
- Champions a customer focused culture to deepen client relationships and leverage broader Bank relationships, systems and knowledge.
- Responsible for governing, coordinating, and improving the internal and external policies, procedures, and standards of the procurement function.
- Executes work across initiatives to deliver sound procurement practices that align to GPS’s strategic vision.
- Monitors and analyzes operational data to identify trends, issues and opportunities, and providing feedback to their managers in search of analytical-based recommendations/solutions.
- Supports to establish a ONE GPS culture, through various channels of communications and standardization of process.
- Prepares and presents on GPS strategies/projects using synthesis, data visualization, and storytelling.
- Understands how the Bank’s risk appetite and risk culture should be considered in day-to-day activities and decisions.
- Actively pursues effective and efficient operations of his/her respective areas, while ensuring the adequacy, adherence to and effectiveness of day-to-day business controls to meet obligations with respect to operational risk, regulatory compliance risk, AML/ATF risk and conduct risk, including but not limited to responsibilities under the Operational Risk Management Framework, Regulatory Compliance Risk Management Framework, AML/ATF Global Handbook and the Guidelines for Business Conduct.
- Champions a high-performance environment and implements a people strategy that attracts, retains, develops and motivates team members by fostering an inclusive work environment; communicating vison/values/business strategy and managing succession and development planning for the team.
- Knowledgeable in project management methodology and techniques, performance evaluation, and change management principles
- Experience with budgeting and resource allocation procedures
- Strong problem solving and analytical skills
- Excellent verbal and written communication skills (Spanish preferred); ability to effectively communicate with senior management
- Proven ability to balance multiple priorities, adapt to constantly changing business environment, work independently, drive projects to completion, and meet deadlines in a fast-paced environment
- Knowledgeable in financial services and regulations (e.g., OSFI, OCC, CFPB, UDAAP) and how they are applied to Third Party relationships is preferred
Education/Experience
- Bachelor’s degree in management, business, or related field; master (MA or MSc) in business or related field preferred
- 3 + years’ previous experience in program management, project management, financial services, or procurement related field
