Under the direction of the Program and Project Supervisor, the incumbent duties will include (1) conduct technical, analytical, and policy research through systematic application and interpretation of standard economic, statistical, and financial theories, approaches and methodologies and interdisciplinary policy analysis based interpretation of Commission decisions, policies, goals and procedures, utility general rate cases, utility programs and practices, and state and federal policies, and (2) make evidence-based recommendations on public utility regulatory issues and challenges.

Carrying out these functions entails the following:

• Developing and applying standard solutions, approaches and methodologies;
• Collecting, synthesizing, modeling, and analyzing data (quantitative and qualitative);
• Using spreadsheets and other quantitative tools;
• Developing evidence-based recommendations;
• Present research, analysis, findings, and recommendations orally and in writing;
• Write high-quality protests, testimony, and comments related to general rate cases, other proceedings (e.g., complaints, applications, investigations, rulemakings, workshops, and committee meetings), advice letters and other utility filings;
• Attend and represent the Public Advocates Office at intra-agency and inter-agency conferences, workshops, and public meetings concerning issues of utility rates and service, proposed new and federal regulations, public-purpose programs, and other related issues;
• Testify in evidentiary hearings and coordinates with attorneys on litigation strategy and cross-examination questions;
• Participate in settlement negotiations;
• Assist in developing presentations for the Public Advocates Office management and Commissioners’ offices; and
• Respond to requests for assistance from the Public Advocates Office management and Commissioners’ offices.

Department Information

Public Advocates Office / Communications and Water Policy Branch / Policy Section:

The Public Advocates Office represents residential and small business ratepayer interests in Commission proceedings and processes (e.g., workshops, rulemakings, investigations, utility applications, hearings, advice letters, committee and stakeholder meetings, and other forums). These proceedings and processes set rates, rules, policies, and regulations.

Under the supervision of the Program & Project Supervisor, the incumbent’s primary assignments are related to communications policy, rate setting, service quality, safety, and consumer protections. The incumbent may be assigned work in other areas and branches of the organization, as directed.

Special Requirements

A Statement of Qualifications (SOQ) must be submitted with your application. A SOQ is a narrative description of how your training, experience, and education qualifies you for the position. The SOQ must be 11-point Arial font, single-spaced, and no more than two pages. Writing that exceeds this page limit will not be scored.

Please write your SOQ to address the following five questions: 

1. Research and Analysis: Demonstrated ability to conduct economic, financial and/or policy research and analysis, identify issues, and recommend effective courses of action.
2. Communication:Prepare written work products such as testimony, reports, protests, memoranda, and comment. Present clear and well-supported analyses and recommendations to management.
3. Multiple assignments: Demonstrated ability to handle multiple assignments with accuracy, to prioritize and meet deadlines, and to work well in a team environment.
4. Quantitative skills: Demonstrated experience in analyzing complex technical data and developing conclusions, including the use of spreadsheets and other quantitative and modeling tools for data analysis and graphical representation of results.
5. Leadership: Demonstrated ability or learn to lead a team to produce a high quality work product (i.e., testimony, comments, etc.) in a timely manner.

Required and Desirable Experience/Qualifications

Required Experience/Qualifications: 

• Demonstrated ability to conduct technical, economic, financial and policy analysis and make appropriate recommendations.
• Ability to lead and coordinate complex technical work of others, establish and maintain project priorities on a broad range of issues relating to mergers and acquisitions, communications policy, rate setting, service quality, safety and consumer protections. Ability to manage and work with outside consultants as necessary.
• Excellent oral and written communications skills, including the ability to write testimony and legislative analysis; participating in public forums; making presentations before decision-makers and articulating recommendations in a persuasive manner.
• Demonstrated ability to handle multiple assignments with accuracy, to prioritize, organize and coordinate projects, and meet deadlines.
• Demonstrated ability to work well under pressure, and with minimal supervision, to analyze situations accurately and to recommend and take effective courses of action.

Desirable Qualifications:

• Knowledge of California utility ratemaking.
• Knowledge of telecommunications or water regulation or markets.
