Under the direction of the Program & Project Supervisor of the Communications Division Carrier Oversight & Programs Branch – Service Quality & ETC section, the PURA V. The position serves as a program lead analyst assigned to oversee, review and evaluate for improvement the CPUC’s communications service quality programs, including carrier of last resort (COLR) obligations, and to provide related technical and policy analysis for the Commission’s emergency response work on communications service and network impacts from wildfires, Public Safety Power Shut off (PSPS), COVID-19, social protest, and other outage events, etc.

The person in this position must develops innovative analytical approaches or studies and presents service quality and major outage data for the Commission, the Legislature, and the public. The position also interprets complex data, reviews relevant mandates and makes recommendations on service quality standards, carrier of resort obligations, emergency response measures, and mechanisms that may be appropriate to incentivize communications carriers to maintain and improve telecommunications networks and to provide safe and reliable communication service (including 9-1-1 service) in the state. The job involves interpreting complex data, technical research, analysis, and communicating it clearly both verbally and in writing. This position will advise and engage with the CPUC Commissioners and liaisons, Administrative Law Judges, Legal Staff, Commission Management, the state Legislature, and various State and federal agencies (including the Federal Communications Commission (FCC), the Governor's Office of Emergency Services (CalOES), the California Department of Forestry and Fire Protection (CalFIRE), the CPUC’s Safety and Enforcement Division, etc.) on issues and policies impacting public safety and communications in California. The position will also represent CD in working groups and with utilities, consumer groups and other stakeholders on service quality matters.

This analyst also will occasionally work with applications for federal designation of eligible telecommunication carrier status pursuant to federal statute.

Department Information

Communications Division/Carrier Oversight & Programs Branch/Service Quality, Emergency Measures, and Eligible Telecommunications Carrier Section:

The Communications Division Carrier Oversight & Programs Branch – Service Quality (SQ) & Eligible Telecommunications Carrier (ETC) Section is responsible for the administration of the Commission’s service quality program that was adopted to help the Commission meet its obligation pursuant to Public Utilities Code §451 to ensure that telephone corporations provide safe and reliable telephone service, and to meet the Commission’s obligation to designate common carriers/telephone corporations as ETCs, pursuant to federal law (Title 47 U.S.C. §214(e)(2)and(6)). As part of the ETC work, the section also works with the Licensing Section to review applications for telephone corporation operating authority pursuant to Public Utilities Code §§ 1001 and 1013.

Required Experience/Qualifications:

The candidate selected for the position should have demonstrated knowledge, skills, and abilities in the following areas:

  • Knowledge of trends and issues pertaining to universal telephone service policies, rules and laws at both the Federal and State level.
  • Knowledge of Federal and State legislation and policies related to telephone and broadband internet access services, communications industry, CPUC, and/or FCC trends in universal service.
  • Knowledge of program evaluation, planning and service quality performance measurement, principles and concepts of economics, econometrics, and finance in a research setting.

Desirable Qualifications:

  • Demonstrated ability to reason logically and creatively, utilize a variety of analytical and research techniques to resolve complex telecommunications and broadband regulatory problems and explain in a clear and understandable manner, verbally and in writing.
  • Program management experience in leading, planning, analyzing, organizing, establish and maintain priorities, taking action and effective decision. 
  • Demonstrated ability to develop and evaluate alternatives, analyze technical data and large data sets to come up with a meaningful reports present it to the management, commissioners and other interested parties on a wide range of issues relating to universal telephone service.
