Job Description and Duties

Under the general direction of the Information Technology Manager (ITM) I, the Information Technology Specialist (ITS) II, JIRA Manager works independently as the recognized technical specialist of complex database systems and applications. The ITS II performs as the technical lead and subject matter expert for the Firearms and Forensics systems, which are comprised of databases containing sensitive and confidential data. The ITS II is involved in all aspects of the project life cycle, from the initial kickoff through the requirements analysis, design and implementation. The ITS II is responsible for leading the design, development and maintenance of multiple highly scalable, fault tolerant databases for business critical, internal and external facing applications. The ITS II drives the adherence to standards, processes and policies and plays a leadership role in setting architecture guidelines within the Application Development Bureau (ADB). 

The ITS II works as a liaison between the Bureau of Firearms (BOF) and the Firearms application development team in triaging the JIRAs created. The ITS II works to improve the quality of details included in the JIRA system to quickly identify the issue. The ITS II communicates in a timely manner, the progress made with all the JIRA tasks to the project sponsors. The ITS II performs project lead responsibilities over one or more applications and works both independently and as a team leader to prioritize the JIRA work, develop, work plans and manage task assignments. The ITS II analyzes and translates business, information, and technical requirements into an architectural blueprint outlining solutions that integrate across applications, systems and platforms to achieve the Department’s business objectives and goals. The ITS II reviews existing applications to detect deficiencies and opportunities for improvement. The ITS II provides solution and design recommendations that align ADB’s standards and best practices, develops the roadmaps and the plans required to implement these recommendations, and leads and mentors the team of analysts and developers throughout the project lifecycle. The ITS II analyzes proposed legislation to determine the impact to the systems and applications that support the BOF.

The ITS II works collaboratively with other ADB ITS IIs to provide guidance, roadmaps, standards and best practice recommendations. The ITS II acts as visionary that proactively assists in defining the direction for future projects. The ITS II focuses on enabling the California Department of Justice (DOJ) business and technology leaders to make investment decisions that balance and prioritize current operational demands, disruptions, and opportunities with the Department’s longer-term strategic vision. The ITS II exhibits strong work ethic, organization, and time management skills. The ITS II provides excellent customer service and demonstrates highly effective communication skills, both oral and written.
