SCS1A (equivalent to Civil Service ‘Director’ level) 

£78,000 - £108,482 per annum (Appointment will normally be made at the minimum of the pay range)

The Chamber and Committees Team (CCT) is the department in the House of Commons which directly supports proceedings in the Chamber, Westminster Hall and select and general committees, including scrutiny and legislative activities, generating and publishing the Official Report of proceedings and outcomes, broadcasting proceedings and maintaining relations with other parliaments. It has a budget of £42 million and over 550 staff.

The successful candidate will have a key leadership role in the Chamber and Committees Team. There are currently five posts at this pay band in the team, and all of the posts will require a candidate who can promote high standards of professionalism and customer service across the team. You will need to be an effective manager of both people and resources, and be able to make impactful contributions at a strategic level. You will be able to provide procedural advice to customers with knowledge 

The five Principal Clerk posts graded at SCS1A in the Chamber and Committees Team (CCT) are:

  • three Principal Clerks in the Committee Office,
  • Clerk of the Overseas Office, and
  • Clerk of Bills.

The Clerk Assistant may move postholders between these positions from time to time. The successful candidate must be able to demonstrate the capacity to fill any of these positions.

Line management will vary according to the role but the postholder will be expected to manage a team of staff across a range of grades and duties within the House service, including those at senior level.

The successful candidate will demonstrate:

  • Ability to motivate teams of colleagues and to coach effectively and support staff who do not directly report to the post-holder· 
  • Ability to contribute effectively to embedding cultural change and be a role model in terms of challenging inappropriate behaviour and upholding the Behaviour Code and the House’s values
  • Expert knowledge and understanding of parliamentary procedures and practice
  • Proven ability to manage resources and budgets effectively.
