Job Description:
The Spares Program Manager (PM) for the Japan Patriot Program is responsible for the development and implementation of Program Management plans, processes, metrics and tools for all contracts and programs assigned to JAPAN. The PM will also be responsible for coordination of Program Control activities across the IPTs and CPTs as well as IOTs, to maximize consistency and implementation of best practices. The PM will ensure compliance with all external customer reporting requirements from a program management standpoint while also meeting the reporting needs of the program manager. The lead will similarly ensure that the IPTs and CPTs have the key indicators they need to manage their efforts. The PM will ensure that metrics tracked/reported are sufficient to drive flawless execution of the program, with early indication of potential problem areas. The PM will also be expected to work closely with, and influence, functional and business areas and other RTN businesses to ensure alignment and all documentation is in compliance with our IPDS business model.
Additionally, the PM will be responsible for proposal preparation and coordination between multiple programs/contracts being offered to the JAPAN customer to include proposals or pricing for NTE’s, ROM’s, and FFP Proposals. The PM will work with the Program Office and IPT’s/CPT’s and functions to develop responsive cost proposals and effective IPDS management review packages.
Specific tasks include:
- Development, implementation, and maintenance of Program Management Plans, consistent with program requirements and IDS policies.
- Identify and implement key program metrics and lead development of situational awareness charts that can be used as management tools by directors and program leadership teams to drive program success
- Oversee performance assessment including measurement collection, analysis, and storage and work with Programs, IPTs, CPTs on corrective actions
- Coordinate program reviews including generation of tracking books, presentation logistics, and action item follow-up
- Action Item Tracking and reporting for formally recorded program Action Items
- Ensure timely and effective IPDS Gate process compliance
- Ensure rigorous implementation of risk and opportunity management
- Coordinate with IDS subject matter experts to maximize use of best practices
- Implement and monitor an effective action item tracking system to ensure complete and timely closure of action items
- Periodic OCONUS business travel is required
This position requires the ability to obtain a U.S. Security Clearance. Except in rare circumstances, only U.S. citizens are eligible for a security clearance.
Required Qualifications
- U.S. Citizenship is required
- Ability to obtain a US Secret Security Clearance with one year of hire.
- 8+ years related business experience
- 2+ years of experience with Program Controls on a major program or equivalent
- Demonstrated experience in developing and implementing Program Management plans
- Experience developing and reviewing cost proposals and for management review and approval
- Raytheon Six Sigma Specialist or industry equivalent
- Required Education (including Major): Bachelor's degree from an accredited university or college with major in one of the following: business, science, mathematics, and engineering.
- Ability to travel internationally to client site in Japan as needed.
Desired Qualifications
- 3+ years’ experience as a Program Manager and/or Program Control Lead
- Experience synthesizing Gate 4 Packages
- 5+ years’ experience as a CAM on a similarly sized program
- Familiarity with FMS and DCS Contracts along with Joint Venture efforts
- Working towards PMX certification
- BOE Development / Approving
- Familiarity with risk management tools
- Experience with collaboration tools such as OneIDE and eRoom
- Understanding of Raytheon Program Management best practices and IPDS
- Leading large proposal efforts ($25M+)Strong communication skills and experience presenting to customers and senior leadership Knowledge of EVMS, Risk & Opportunity Management, IMP/IMS
