The Raytheon Intelligence & Space - Electronic Warfare Electronic Protect (EWS-EP) Systems Engineering, Integration and Test department has an immediate opportunity for a Proposal Engineer. Systems Engineering Center is looking for an experienced Electronic Warfare engineer to function within the Advanced Concepts and Technologies Mission Area. The primary responsibility will focus on developing new business opportunities through strategic and capture planning along with the development of proposals and business plans.

The engineer will have the responsibility to define proposal strategy, lead proposal teams, analyze and shape RFPs, produce and deliver winning proposals, effectively track and incorporate Review Team comments and findings, and manage post-proposal submittals (orals, finding responses).

Key Responsibilities Include

  • Oversight and integration of engineering bids and proposals across all disciplines, including validation of inputs from other disciplines
  • Manage bids and proposals to ensure they are produced efficiently and integrated effectively and efficiently into program for execution
  • Experience in proposal development, particularly Basis of Estimate development, and other contract deliverable artifacts
  • Experience in front-end of the business concept and prototype development in support of technical studies and/or demonstrations
  • Strong understanding of Electronic Warfare subsystems and concept relative to threat signal processing and countermeasures

Required Skills:

  • Minimum 10 years related system engineering experience in EW or Radar programs including prior leadership experience.
  • Minimum 8 years in RF development/research and production for defense applications
  • Strong Knowledge of RF/Microwave principles and system and subsystem-level analysis methodologies
  • Experience in new business development for advanced technology, including direct customer interface and a familiarity with the DoD Science and Technology community.
  • Proposal management, from initial pursuit and capture planning to proposal delivery.
  • Prior leadership experience with cross product teams in a complex multiple stakeholder environment
  • Experience in EW/RF/Microwave Systems design and development.
  • Strong knowledge of RF/Microwave principles and system and subsystem-level analysis methodologies.
  • Excellent communication and presentation skills with the ability to interface with senior level executives and customers.
  • Experience working with subcontractors for product development.
  • Detailed knowledge and ability to develop innovative solutions to meet the warfighter’s needs.
  • Must be a U.S. Citizen with Active (or active within past 24 months) DoD Secret Clearance.
  • Occasional business travel is required.

Desired Skills:

  • Knowledge of open systems architectures.
  • Able to develop near- and long-term IRAD to align with strategy and technology roadmaps.
  • Deep understanding of the underlying phenomenology of RF Hardware and Digital Signal Processing.
  • Familiarity with requirements management tool such as Dynamic Object-Oriented Requirements System (DOORS)
  • Top Secret security clearance and Special Access – SAP/SAR.

  • Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM) discipline.

  • Master’s / Ph.D degree in Science, Technology, Engineering or Mathematics (STEM)
