The Operations Program Manager (OPM) is the primary interface for the Consolidated Manufacturing Center (CMC) to the program management team and the lead of the integrated product team for the program operations. This position is responsible for the total program life cycle, from bid/proposal through development/EDM, transition to build, production, and depot/sustainment. The OPM will make strategic decisions for the direction of the program related to manufacturing plans and strategy, including representing the factory in make buy/where decisions and technical/producibility trades and Cost Reduction Initiatives. It is imperative the OPM has a comprehensive understanding of all aspects of the production organization concerned with the assembly and processing operations, including a thorough understanding of manufacturing related policies/procedures and quality and customer requirements. Significant interface is required with both internal and external customers at Monthly Business Reviews (MBRs), Gates, EACs, Program Management Reviews (PMRs), and customer visits/tours.
The OPM will be responsible for all aspects of the internal program(s) being led. This includes but is not limited to the following responsibilities:
- Monitor and control budget; Estimate at Complete (EAC) development, analysis and presentation, and understanding and use of Earned Value Management (EVM)
- Support Integrated Product Development System (IPDS) gate activities and management, including bid and proposal activities and risk and opportunity management
- Recommend changes in product design, tooling and manufacturing methods to improve programs
- Effective communicator, able to build strong relationships and work with personnel at all organizational levels, functional leaders, and internal and external customers; leader of production planning, problem resolution, and process improvement, including cost reduction initiatives (CRIs)
- Demonstrated initiative, persistence, and creativity in problem solving, strategic planning, project and deadline management, and utilization of business system tools
- Strong analytical skills and ability to use data and information to convey a concise message to team members and leadership
- A strong working knowledge of Microsoft Office (Word, Excel, and PowerPoint); Ability to manipulate and process reports and work artifacts with large amount of data
Required Skills:
- A minimum of 10 years related work experience
- Experience leading in an operations, manufacturing, program, cross-functional, or equivalent environment
- IPDS Experience and strong financial acumen
- Familiarity with scheduling and Manufacturing Resource Planning (MRP) systems
- Computer proficiency and demonstrated ability to learn new software applications
- Ability to drive results through a cross-functional team
- Ability to work across geographical boundaries
- Exceptional communication, writing, and presentation skills
- Earned Value Certification
- Ability to Obtain U.S. Secret Security Clearance. U.S. Citizenship status is required as this position will need a U.S. Security Clearance within 1 year of start date

Required Education: BS or BA degree or higher in a Science, Technology, Engineering or Mathematics (STEM) related field, Engineering Management, Program, Operations or Business Management or equivalent degree. Master’s degree highly recommended
