Job Description:
SMART-T Program Manager is responsible for leading and supporting production and sustainment portions of program execution (cost, schedule, technical performance and customer satisfaction). The PM must have the ability to establish and sustain business relationships, respond to customer needs in a timely manner, address complex technical requirements, and lead a diverse staff to achieve business objectives.
The SMART-T PM will have full accountability for leading and supporting SMART-T production and sustainment by acting as the primary interface point between the customers and suppliers, since majority of the effort occurs at the supplier’s facilities. This PM will work closely with Supply Chain, Engineering and Operations organizations to provide direction and remove barriers. He/she will establish an executable program baseline, earned value (EV) plan, and risks and opportunities to achieve specific financial goals and obligations (including full P&L responsibility). The PM will be heavily engaged in proposal activity with focus on supplier support. They must deliver on contractual and financial commitments, champion Raytheon Intelligence & Space's standards of conduct, and promote a One Company perspective for the most effective solutions to meet customer needs and grow the business. The PM will serve as a customer interface to ensure program execution is aligned with customer expectations.
Specific Tasks Include:
- Accountable and responsible for supporting the Lead Program Manager in the execution of the SMART-T program with a focus on production and sustainment supplier execution.
- Works closely with Supply Chain and Operations organizations to establish supplier infrastructure to execute all repair activities.
- Monitors the executable program baseline along with program risk and opportunity register. Uses approved control systems to accurately report program progress, identify potential problems early enough for corrective action to be taken and ensure contract commitments are met.
- Responsible for supporting regular reporting to senior leadership on program performance, forecasting, Monthly Business Operations Reviews and quarterly Estimate At Completions (EACs).
- Acts as a support leader responsible for meeting contractual commitments including the financial, quality, and schedule performance using the approved business model and management tools including EVMS, IPDS and PRISM.
- Collaborates with functional teams to ensure the application of appropriate, effective support resources to overall Business/Program execution efforts.
- Ensures alignment of human and capital resource requirements to achieve contract performance
- Work with technical staff to evaluate Engineering Change Requests and develop cost estimates
- Identify areas of increased scope and provide compliant proposals to capture additional Bookings.
- Leads proposal activity focused on supplier support.
Required Skills:
- 8+ years of professional work experience in program management, engineering, operations, supply chain or similar fields.
- Demonstrated experience building and leading multi-disciplined, cross-functional, matrix’d team including members from Engineering, Operations, Supply Chain and Mission Assurance
- Demonstrated experience working in production and sustainment environments within Supply Chain organization.
- Strong communication skills and experience presenting to customers and senior leadership; ability to effectively work and communicate with all levels of management and customers.
- Strong understanding and implementation of program leadership best practices and processes to include capture management, engineering development, production operations and mission support activities
- Experience with Proposal and New Business Capture.
- Technical knowledge of related hardware applications as well as knowledge of operational and manufacturing processes (assembly, integration, and test)
- Previous Procurement/Subcontracts experience
- Major Subcontract, Contract or Program Management experience
- Strong working knowledge of business and project management tools and processes such as IPDS, EVMS, IMS/IMP, Risk Management, Financial Forecasting and EACs
- Ability to balance strategic thinking with tactical application of strategies to programs
- Experience collaborating with Supply Chain Management and Operations leadership
- PM Certification Level 5 or 6
- Ability and desire to travel 50% Domestically
- US Citizenship is required

Required Education (including Major): Bachelor’s Degree in Engineering, Science, Business or a related field
