We are seeking a Program Manager to support the Digital Innovation program portfolio. Digital Innovation is the lead program directorate managing digital transformative technologies and programs meeting federal customer requirements. The Digital Innovation portfolio of programs includes awarded artificial intelligence and machine learning technologies, technical engineering services contracts, AGILE and DevSecOps software development, and platform development programs. This Program Manager will excel in multi-tasking management and lead direct execution and management of programs from multiple Department of Defense and Federal market customers. In addition, this position will hold a leadership role in commercial partnerships serving in both prime and subcontracting roles to Raytheon programs.
The position is located in Dulles, VA and reports to the DI Program Area Director in Dulles, VA. The Raytheon Program Manager (PM) will be the immediate front-line interface with Prime contractors and sub-contractors. The PM will also coordinate with the Prime’s Program Office and Sub-Contracts Program Manager on a daily basis for providing cost reporting on Raytheon’s contribution to the Digital Innovation portfolio of programs. The PM is responsible for leading a diverse team of functional experts from Finance, Contracting, Quality, and Program Engineering in developing and adhering to the program’s Annual Operating Plan (AOP), ensuring program growth, and achieving measurable customer satisfaction. Responsibilities of the Program Manager include, but are not limited to, the following:
- Executing Raytheon’s efforts on the portfolio of Digital Innovation programs
- Setting program strategy, vision and tactical direction for program execution
- Leading, supervising, directing, administering, and mentoring personnel within program
- Act as primary contact and is responsible for meeting contractual commitments including the financial, quality, technology, and schedule performance of assigned program(s) within contractual boundaries, company expectations, and established standards, using the approved business model and management tools, as applicable.
- Establish an executable baseline and manage the program risk and opportunity, in accordance with specific financial goals and obligations.
- Set milestones and monitor adherence to program master plans and schedules, as applicable.
- Use approved control systems and reports that accurately measure progress, identifies potential problems in sufficient time for corrective action to be taken to ensure the meeting of company’s contract commitments.
- Act as primary customer contact on status and performance and anticipates and fulfills customer needs to ensure their satisfaction and continued business.
- Focuses, evaluates, motivates and rewards the program team, enabling them to achieve desired results.
- Conducts RRBs (Risk Review Boards) and monitors R&O capture strategies, allocates management reserve and assesses R&O completion progress.
- Facilitate Internal Independent Management Program Reviews as required per process and performance (Minimum Start Up and Contract Close out)
- Review and approve all program SDRLs, contract modifications and funding
- In conjunction with Supply Chain Management, ensure supplier/Inter-Organizational Transfer performance
- Prepare and Gate proposals in response to Customer RFPs
- Ensure EX/IM Compliance if and when this becomes applicable
Clearance Requirement: Must be a US Citizens with the ability to obtain and maintain a TS/SCI clearance.
Required Experience, Knowledge, and/or Skills:
- 10+ plus years of experience with increasing responsibility in a technical or program management role.
- At least 5 years of program management or similar experience, to include cost, schedule, and contract control
- Bachelor's Degree; Engineering or Science degree preferred
- Experience working with commercial software development
- Experience working with machine learning and artificial intelligence technologies
- Ability to maintain a Top Secret / SCI clearance
- Experience building strong, successful, customer relationships.
- Experience building strong, successful commercial and industry partnerships
- Experience leading distributed, complex teams
- Experience evaluating program Risks and Opportunities and quickly develop mitigation or capture plans
- Understanding of Quality Assurance (QA)
- Experience with subcontractor performance, status, and management.
- Knowledge of Personnel, System, Industrial Security and DD Form 254s
Desirable Experience, Knowledge, and/or Skills:
- Strong written and oral presentation skills
- Ability to achieve Raytheon PM Certification Level 4
- Experience with Agile Development program execution
- PMP Certification
- Advanced Degree Preferred
- Global Trade Export/Import Requirements
Education Requirements:
Bachelor’s degree in Science, Technology, Engineering or Mathematics (STEM)
This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
