The Systems Engineering Center (SEC) Department is involved in all aspects of Systems Engineering across the program lifecycle of Protected Communication Systems (PCS) programs within the Integrated Communications System (ICS) Mission Area. The SEC Department supports a variety of communications systems including SATCOM (including AEHF, EHF, X-Band, Ka-Band, Ku-Band, C-Band, PTW), line of sight, and networking for ground based, ship, submarine, and airborne platforms. We are seeking a recognized technical leader committed to creating innovative and cost-effective solutions for our communications systems.

JOB SUMMARY

Raytheon Intelligence and Space (RIS) is seeking a talented engineer to join the SEC Department as a Chief Program Engineer for a multi-year Integrator Program with the USAF. The Chief Program Engineer (CPE) is an engineering leadership position responsible for supporting Program Management, Engineering Bids and Proposals, Engineering Review Boards, and Engineering Execution in an agile scrum environment.

ROLE AND RESPONSIBILITIES

  • Build and maintain strong customer relationship to ensure their needs are understood
  • Be the voice of the customer to ensure Raytheon meets or exceeds expectations
  • Interface with USAF customer at Hanscom AFB and Mitre in Bedford MA for classified conferences
  • Manage bids and proposals to ensure they are produced efficiently and integrated effectively and efficiently into program for execution
  • Work in a dynamic, agile environment to meet customer expectations
  • Collaborate as part of a virtual team to ensure customer communication is aligned
  • Ensure weekly PMWG represents customer and RTN priorities
  • Ensure all Working Groups (WGs) are operating efficiently and effectively with the Government (there are >20 WGs)
  • Participate in Release Management and Program Planning
  • Participate in technical ERBs with PoRs and Subcontractors
  • Establish and manage a product vision, strategy and goals to align the Program with the Customer and facilitate conflict resolution
  • Monitor and trend staffing against planned work; proactively engage with engineering functions to ensure adequate resource assignment.
  • Work as part of the leadership team to ensure solid financial performance and reporting
  • Ensures proper Engineering Risk and Opportunity management (ensures Eng risks are captured, mitigation plans in place across IPTs)

Required Skills

  • Minimum 10 years of experience in Systems, Software or Hardware engineering; 8yrs with Master; 6yrs with PhD
  • Working knowledge of Earned Value Management System (EVMS), IMS, & IMP tools or equivalent for managing programs
  • Demonstrated ability to interact effectively with multidisciplinary teams of system design professionals including electrical, mechanical, software and logistics engineers
  • DoD Secret Security Clearance required day one of employment; with ability to obtain Top Secret

Desired Skills

  • Engineering experience on development or integration programs
  • Experience leading an IPT or cross-function teams in program execution
  • Experience in proposal development, particularly Basis of Estimate development, and other contract deliverable artifacts
  • Experienced presenter with prior responsibility for dealing with customers, management, technical staff, and internal / external organizations
  • Experience with accountability; responsibility for prioritizing work tasks and customer requirements across multiple teams

Required Education

  • Bachelor of Science degree in Science, Technology, Engineering or Mathematics (STEM) from an accredited educational institution (i.e. Engineering, Physics, Mathematics, etc.)
