Job Summary:

The Systems Design and Architecture (SDA) Directorate is seeking a Program Integration, Coordination, and Control Engineer, to support the Cooperative Engagement Capability (CEC) portfolio of programs. The selected candidate will primarily support the CEC Design Agent/Engineering Services (DA/ES) program and will lead Program Integration, Coordination, and Control (PICC) responsibilities.

The PICC works closely with the Program Manager and the Senior PICC to perform program execution efforts throughout the program lifecycle. The PICC is responsible for providing program coordination and control across the organization by integrating and coordinating with the program’s AGILE Release Trains (ART). Tasks include daily engagement and coordination of ART team’s in accordance with the Integrated Master Schedule (IMS) and Program Manager prioritization. The PICC will establish team battle rhythm, develop and status overall business growth including technical, cost, schedule, and Risk and Opportunities. The PICC oversees and coordinates the operational aspects of ongoing projects, serves as liaison between project management and planning, project team, and line management, develops mechanisms to monitor project progress and for intervention and problem solving with project managers, line managers, and functional teams. This role supports the Program Manager, Senior PICC and functional support teams in the complete execution of contract requirements and deliverables.

Responsibilities:

  • Prepare, update, and monitor relevant materials to ensure compliance with Raytheon's Integrated Product Development System (IPDS), Earned Value Management System (EVMS), corporate and business policies and procedures
  • Defines program scope, schedule, and funding values for programs with the Program Manager (PM) and Senior PICC
  • Coordinate finance, planning, and scheduling with program functions into an executable program plan.
  • Integrate key business activities into a seamless business that can leverage best practices, people skills and cross utilization of assets
  • Coordinate technical, schedule and cost performance across ART Teams/IPTs
  • Deploy innovative methods and processes to streamline business pursuits and program performance
  • Engage program leadership with emerging tasks critical to achieving program business objectives
  • Identify and implement key program metrics and lead development of situational awareness charts that can be used as management tools by program leadership teams to drive program success
  • Support the program start-up process by assisting in the creation of initial program artifacts (team structure, lesson learned, Contractual Work Breakdown Structure (CWBS), etc.)
  • Prepare and lead engineering estimate at complete (EACs) activities and all required Gate and IR reviews.
  • Capture and track program actions; work with action owners to ensure timely closure of actions
  • Monthly coordination and creation of material to support the Program Management Review (PMR) package while leveraging material from the ART team’s status reviews
  • Provide measurable input into new products, processes, standards and/or operational plans that will have some impact on the achievement of overall function results
  • Be the Engineering Point of Contact for audits and work with the Process Engineer
  • Lead engineering kickoff packages, new business pursuit coordination, and Program Management Estimate Requests (PMER)

Required Skills:

  • DoD Top Secret Clearance
  • Experience as an IPT or CPT lead for programs of $15 M or greater
  • Experience with developing Estimate at Completion’s in an IPT, CPT, or functional lead role
  • Experience with managing Risk and Opportunity
  • Demonstrated experience preparing, revising, updating and monitoring required documentation and analysis in compliance with Earned Value Management System (EVMS)
  • EVMS Certified and Raytheon Technology PM Certification Level 6
  • Experience interfacing with senior leadership
  • Experience with managing an IMS which meets contract requirements
  • Direct experience with Scaled Agile Framework for Product Development (AFPD)
  • Experience with Raytheon’s Integrated Product Development System (IPDS) or equivalent
  • Ability to develop and implement meaningful program metrics and milestones
  • Resolves engineering process defects for Hardware, Software, and Systems products deliverables, and services to improve the systematic engineering processExperience integrating key business activities into a seamless project management plan leveraging best practices, people skills and cross utilization of assetsAbility to prepare and manage all product lifecycle artifacts and reviews
  • Experience in building and leading cross-functional teams
  • Excellent communication, technical writing, oral presentation, and interpersonal skills
  • Six Sigma Specialist Qualification (Raytheon or equivalent) or ability to achieve within 1 year
  • Ability to travel 10% of the time

Desired:

  • 15 years’ or greater related work experience
  • Master’s Degree in a technical field
  • Raytheon Technology PM Certification Level 5 or higher
  • 2+ years in program management, project management or IPT leadership
  • Experience working with the US Navy
  • Demonstrated knowledge of Department of Defense (DOD) acquisition processes
  • Capture management and proposal execution experience
  • Experience with Traffic and Arms (ITAR) regulations, Export Import (EXIM) and licensing requirements, and Technical Assistance Agreements (TAA)
  • Experience in or more of the following program phases: R&D, Design/Development, Transition to Production, Production, Delivery, System Integration, Verification & Validation (IV&V), Deployment, Support & Sustainment
  • Experience with one or more of the following domain areas: Naval Surface Combat Systems, Cyber, Hardware Design/Development, Logistics Management, Mission Systems Integration, Software Design & Development, Surface Ship Mission Systems Integration, and Test & Delivery Activities. Experience with one or more of the following Contract Types: FFP, CPFF, CPIF

Required Education:

  • Bachelors’s Degree in Systems Engineering or related STEM field
