The System Design & Architecture Directorate is the central focus for Mission Systems Integration activities within Raytheon Missiles & Defense (RMD). We are seeking engineering professionals for a Technical Sub-Contract Management position in the Maritime Systems (MS) department, supporting the Cooperative Engagement Capability (CEC) portfolio of programs. The selected person will primarily support the CEC Design Agent / Engineering Services (DA/ES) program. This position is located in St. Petersburg, FL. Systems Engineers primarily support the U.S. Navy’s CEC program, a real-time ‘sensor-netting’ system that brings together radar data into a single integrated air picture from geographically dispersed ships, aircraft, and ground-based units. The position will require travel.

Responsibilities:

  • Manages teams that oversee subcontractors or critical subcontracted systems for the CEC DA/ES program.
  • Executes and manages various subcontract types (Cost Type, Incentive Type, Firm Fixed, etc.)
  • Directs and manages all costs, quality, schedule, financial, and technical performance requirements that are levied on CEC’s subcontractors and is required to ensure performance and support of the contract milestones of the system.
  • Works with the Subcontract Program Manager to develop sourcing and subcontract program management strategic plans that address CEC program capture needs and execution.
  • Acts as the main focal point to the subcontractors and CEC’s program management office.
  • Makes decisions affecting the performance of CEC’s subcontractors.
  • Works with the Chief Engineer to establish CEC’s milestone objectives and manage performance to committed schedules and contractual specifications.
  • Responsible for any follow on subcontractor identification and engagement to support new business pursuits and provide risk and opportunity analysis for early capture.
  • Support and oversight of the Subcontract Program Manager regarding the SOW/contract.
  • Utilizes project management skills and techniques (including EVMS) to track sub-contractor performance.
  • Leverages industry capabilities to align with CEC’s technology roadmaps.
  • Participate in program gate reviews and capture / proposal efforts.
  • Participate in supplier assessments and development activities.

Required Skills:

  • Active Secret Clearance as of day one of employment
  • Minimum of 10+ years relevant engineering experience
  • Demonstrated experience in strategic development, customer interface, and contract capture in the Defense Industry
  • Experience in the Agile development practice and be the Solution Train Manager
  • Experience using program management tools, including: Earned Value Management System (EVMS), Integrated Master Plan (IMP) / Integrated Master Schedule (IMS), Risk and Opportunity Management.
  • Bachelor's Degree in Science, Technology, Engineering or Mathematics (STEM)

Desired Skills:

  • Experience with Department of Defense Design and Development Programs
  • Direct experience supporting teams with annual budgets exceeding $10 million
  • Prior experience as Lead Engineer, IPT Lead or Program Manager, Lead Systems Engineer
  • Demonstrated experience with Gate Reviews and Formal Peer Reviews
  • Demonstrated ability to communicate and interact with senior levels of leadership effectively – including customer, Raytheon, teammates, and suppliers
  • Comprehensive planning skills with the ability to analyze technical and financial data and reports
  • Master's Degree in Science, Technology, Engineering, or Mathematics (STEM)

  • Bachelor's Degree in Science, Technology, Engineering, or Mathematics (STEM)

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
