Job Description: Raytheon Intelligence & Space is currently seeking a Program Manager to lead multiple program efforts within the Navigation, Modernization and Services, Product Support organization under T3S & C3S2. The roll will require direct interaction with Product Support’s RMD customers. The programs cover a range of sustainment activity including Engineering, Logistics, Repair, and Refurbishment services for RMD Missile Defense Radar programs. The Program Manager will inherit full accountability and authority for leading and managing assigned programs and proposals. The Program Manager sets program strategy and tactical direction for execution by multifunctional teams and is personally responsible for cost, schedule and technical performance of assigned programs. The Program Manager pursues and captures new business from existing customers, or from new customers in new pursuits as assigned. These programs and pursuits require familiarity with the following areas: Training, logistics, field engineering operations, and proposal generation. Furthermore, the successful program manager will have a strong work ethic and be flexible and adaptable to respond to rapidly changing mission-critical needs. The Program Manager will be the primary contact with customers and will interface regularly with internal support organizations, suppliers, and subcontractors. The Program Manager will also be the leader for coordinating, generating and costing proposals.

Required Skills:

  • Eight (8) or more years of prior related experience in

Science, Technology, Engineering or Mathematics

  • Three (3) or more years of hands-on program experience

independently leading multi-disciplined teams in a matrix

organization (i.e., resources are shared and constrained).

  • Demonstrated knowledge of program management

processes for execution of complex programs and

proposals.

  • Experienced with leading a multi-functional team from

proposal generation through contract award and

completion including experience managing cost, schedule

and technical aspects of a program.

  • Ability to quickly develop a thorough understanding of

the important technical aspects of a program.

  • Experience working in the defense industry, the

intelligence community, or other government agencies.

  • Strong understanding of various contract types (Cost

Plus, Fixed Price and Time and Material) and the required

levels of financial reporting.

  • Knowledge and demonstrated understanding of Earned

Value Management, Risk Management and other

management tools / metrics.

  • Demonstrated communication, presentation, analytical

and problem solving skills with an attention to details.

  • Ability to work with a diverse set of staff as well as

facilitate team communication.

  • Ability to schedule, coordinate and act as the lead in

interfacing with external customers.

  • Ability to drive the generation and tracking of CONOPs,

Requirements, Functional staffing requirements, efficient

procurement efforts.

  • Highly effective leadership and change management

skills.

  • Raytheon Program Manager Level 4 Certification or ability

to achieve

  • U.S. Citizenship is required
  • Existing Secret clearance.

Desired Skills:

  • Demonstrated leadership managing sustainment efforts.
  • Demonstrated ability to develop innovative solutions for

program and/or technical requirements and growth

opportunities.

  • Solid interpersonal and customer relationship skills with

demonstrated experience in building and managing

potentially discontinuous and difficult relationships.

  • Excellent communication skills, including verbal, written

and presentation.

  • Experience working in the defense industry, the

intelligence community, and other government agencies.

  • Experience with Microsoft Project and Earned Value

Management System.

  • Experience in operating in a CMMI Level 3 and greater

organization.

  • Experience in several of the following: Repair services,

complex system refurbishment, OCONUS deployment.

Required Education (including Major):

  • Bachelor’s Degree in Engineering/Sciences, Finance or equivalent

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
