Raytheon Intelligence and Space is looking for aDeputy Program Manager to lead the EISOC (Engineering, Implementation, Science, Operations and Communications) program with NASA’s Jet Propulsion Laboratory in Pasadena, California. The EISOC Deputy Program Manager (DPM) is responsible for the programmatic, financial and customer relationship success of the program. In this role, the DPM will lead the day to day operations of the development teams driving EISOC towards providing full SW development and sustainment lifecycle services.

The PM and DPM are responsible for developing and adhering to the program’s Annual Operating Plan (AOP), ensuring program growth by assessing customer requirements, shaping opportunity, and achieving measurable customer satisfaction. The DPM is responsible for the execution of the development programs and establishing full cost, schedule and technical ownership of SW development and sustainment tasks. The DPM works with the PM leading the collaboration necessary across functional groups, broader Raytheon organizations and subcontractors to ensure program success.

Responsibilities include, but are not limited to, the following:

  • Manage program risks and opportunities, program milestones achieved through adherence to program master plans and schedules.
  • Meet financial goals supporting the program’s Annual Operating Plan (AOP).
  • Develop /execute corrective action plans to mitigate internal or customer identified issues as required.
  • Establishment of ongoing review of metrics, tasks, and processes to meet customer requirements
  • Deliver effective control systems and reporting for accurately processing change and controlling in-scope performance of program functional task elements
  • Lead tailoring of Raytheon enterprise processes to drive successful agile program management of multiple teams working across JPL programs
  • Work closely with and build relationships with JPL Program Leaders and other key JPL NASA customers.
  • Supervisory responsibilities for assigned personnel, to include training, performance reviews and career development
  • Building strong morale within the Raytheon Team (including all teammates).
  • Driving on-contract growth goals as established by the Civil Space and Weather and IIS business area.

Qualifications / Requirements:

  • Ten plus years’ experience managing mid to large size Operations, Development, and Modification/Modernization programs.
  • Experience managing a team of 10+ engineering team with a federal agency. Experience as a IPT lead is preferred.
  • Knowledge of JPL and NASA communities (Operations / Acquisition / Development) including other NASA Centers and Labs
  • Demonstrated experience transforming teams while enhancing existing customer relationships and partnerships, managing programs with substantial subcontractor content
  • Experience performing technical or program leadership functions for greater than $25M annual sales.
  • Demonstrated experience executing and meeting program timelines and deliverable milestones to achieve contract commitments
  • Excellent communication skills, including ability to interact effectively with customers, senior business leaders, teammates and team members
  • Experience developing Integrated Master Plan and Integrated Master Schedule (IMP/IMS); Earned Value Management (EVM) tools/processes, and managing Risk and Opportunity processes
  • SW and Systems leadership experience across full SDLC on programs > 50 FTE
  • Experience executing development programs in an agile environment, familiarity with SAFe and/or DevSecOps program management philosophies
  • Knowledge of Cloud technologies

Education: Bachelor’s degree from accredited university in a technical or business discipline including Engineering, Math, Computer Science, Physics, Business Management

Desirable Knowledge, Skills or Experience:

  • Advanced degrees and certifications, including: Active Project Management Institute (PMI) or Project management Professional (PMP)
  • Proactive with a demonstrated ability to anticipate actions and impacts
  • Team player with a demonstrated ability to adapt to continually changing situations and responsibilities
  • High degree of technical writing experience, in developing domain focused white papers, trade studies, and technical/policy documents in support of related initiatives, programs and proposal
  • Experience with Science, Engineering or Environmental Data Processing systems
