Job Description:
Raytheon Technologies is seeking an experienced Program Management professional to manage projects within an international portfolio. The ideal candidate for this job will be an experienced program manager and have some capture / business development experience, as they will be accountable for both execution and growth of the portfolio. The PM will report to the Portfolio Director.
Program areas include a range of projects with strategic growth implications and will have a degree of complexity due to combination of domestic and international dimensions, global customer base, and various contract types (FFP, T&M, License based). Programs may include International Direct Commercial Sales (DCS) as well as Foreign Military Sales (FMS).
The PM will directly oversee the performance of a suite of international projects.
The successful candidate must demonstrate abilities to manage a team of personnel (~25), across multiple sites and deliver on technical aspects of the program, executed as a Lean, Agile DevOps software development program. The position requires the candidate to be skilled in Agile program execution, cost / schedule / scope management, deliverables, Agile acceptance/closeout, allocation of resources, and management of awarded scope within cost and schedule constrained situations.
International customer engagement and communication skills are a critical responsibly. The PM will provide regular briefings to senior Raytheon Technologies leadership, the customer and various government entities. Those briefings include program management reviews, contract change proposals, and the results of technical exchange meetings.
Responsibilities/Duties:
Program Execution
- Lead multifunctional team(s) to execute Agile program scope
- Set program budgets, schedule, and execution plan
- Manage cost and schedule to ensure financial objectives are achieved
- Clearly communicate general and contract-specific compliance requirements to team
- Track/evaluate technical and programmatic performance in accordance with contractual obligations and Raytheon Technologies processes and policies
- Control program risk through early, collaborative identification and quantification of risks and through development and implementation of risk mitigation strategies
- Ensure timely action and decisions to resolve development and delivery issues
- Support all routine program and business reporting to Raytheon Technologies and customer using monthly operating reviews, quarterly EAC reviews, technical exchange meetings, Action Item management, Risk & Opportunity management, etc.
- Collect and communicate information about program performance, organization results and progress toward objectives with team members and managers
Strategic Customer Focus & New Business Growth
- Build and sustain relationships with customers; ensure customer trust and confidence in Raytheon Technologies products and services; anticipate customer needs and business conditions; understand and communicate their priorities
- Identify, develop and execute approaches to grow the program and business area
- Respond quickly to changes in internal and external customer requirements
- Lead cost estimation efforts and coordinate preparation for Engineering Change Proposals (ECPs) and Rough Order of Magnitude (ROM) proposals
Required Skills:
- RTN PM certification level 4 ($20-40M) or ability to obtain within 3 months
- At least 5 years of related experience in Agile project and/or integrated product team management
- Strong leadership and communication skills, including negotiations experience.
- Hands-on program technical leadership experience with executing and meeting Agile SW development program timelines and delivery milestones to achieve contract commitments
- Demonstrated experience using program management processes and tools (ex: IPDS, IMS, EVMS, R&O, EAC, change management, cost account management)
- Experience developing follow on business opportunities and implementing win strategies
- Excellent oral and written communication skills to include the ability to interact effectively with customers and Raytheon Technologies personnel at all levels of the organization
- Ability and willingness to travel regularly (internationally and domestically), often in short notice, in order to maintain close program oversight
- Highly proficient in MS Office products to include Word, PowerPoint, Project and Excel.
Desired Skills:
- Proficient in Agile Management Software (Atlassian JIRA)
- Program management experience managing projects/programs in a military/DoD or international MoD environment
- Demonstrated understanding of satellite constellation mission management, tasking, command and control, photogrammetry, remote sensing, and image processing.
- Experience managing all phases of development programs including IMS definition, cost baseline development, Agile requirements decomposition and tracking, system architecture, software development, external interface and acceptance criteria verification
- Raytheon Technologies 6Sigma specialist or equivalent industry certification (e.g., Green Belt)
- Capture and business development experience with demonstrated ability to win
- Must be able to travel as much as 50% of the time both US domestic and International
Required Education (including Major)
- Bachelors’ degree in business, accounting, finance, engineering or related discipline and a minimum of 6 years of prior relevant experience.
