Risk and Opportunity Manager for the Mission Management and Command and Control (M2C2) Program. The M2C2 Program provides Mission Management and Command and Control capabilities for Proprietary Customers. The R&O Manager is a member of the Program Operations functional organization that work as a team to ensure the Program Operations functions across the entire program are effectively supported. The R&O Manager will lead the continual identification, assessment, Mitigation/Capture, and reporting of continually evolving risks and opportunities across the program. The R&O Manager will work as an integral part of the Program Leadership team to ensure the R&O program is ingrained in the program culture. The successful candidate will be able to reach across all program disciplines to engage all aspects of the program. The successful candidate will heavily engage with our customer to ensure their concerns and ideas are being addressed. The R&O manager is responsible for facilitating the R&O Program at two different levels to manage Risks and opportunities at the program level focused on the M2C2 Program and at the Enterprise level working closely with various customer entities to address Risks and Opportunities from our Customer’s perspective beyond the M2C2 Program.

Responsibilities include:

  • Manages the M2C2 and Enterprise R&O Database
  • Facilitates the M2C2 and Enterprise Risk and Opportunity Management Board (ROMB/EROMB)
  • Facilitates Risk and Opportunity Workshops
  • Owns the program Risk and Opportunity Management Plan (ROMP) in accordance with corporate practices and standards as they apply to the M2C2 Program
  • Works directly with Risk and Opportunity Leads, IPT leads and Program leadership to execute R&O Program
  • Presents R&O status at monthly Program reviews to Customers, Corporate Leadership
  • Provides R&O reports to support multiple customer and corporate evaluation activities
  • Active participation in the Program Operations leadership to continually improve and imbed best practices into the program Culture
  • Provide Risk and Opportunity identification and analysis in support of Engineering Change Proposal preparation
  • Program Representation to the Corporate R&O Community of Practice
  • Direct interaction with the Customer
  • Occasional travel.

Required Skills:

  • Demonstrated Leader with 7+ years of hands-on program and/or project management experience in large scale programs with 5+ years working with Government customers
  • Proven ability preparing proposals, estimates, technical documents, and other contract deliverable items.
  • Proven ability in schedule development, action item management, management and overall development and progress metrics.
  • Ability to obtain Risk and Opportunity Certification within 6 months
  • Ability to obtain Program Management Certification level 6 within 6 months
  • Proven teamwork and interpersonal skills. Ability to effectively work with and communicate with all levels of management and individual contributors on the program team. Requires frequent interaction with customers, product engineering teams, and management representatives.
  • Experience with Microsoft Office suite of tools, particularly Excel, Word, and PowerPoint. Ability to manage and coordinate daily activity schedules using electronic collaboration tools (Skype or others).
  • Occasional travel may be required
  • US Citizen with a current TS SCI Clearance

Desired Skills:

  • Previous experience with Risk and Opportunity management.
  • Experience in using tools and metrics to manage Risk and Opportunity. Experience with Risk Register desired
  • Ability to develop a strong business acumen
  • Experience in collecting, organizing, and preparing technical data/documents for ease of access and review.
  • Flexibility and the ability to juggle/rapidly reprioritize work priorities.
  • Highly motivated, energetic, comfortable with initiating interaction with engineering, management and customers
  • Self-starter – proactive in determining goals and objectives and pursuing the necessary course of action.
  • Understanding of software development lifecycle models and program lifecycle modes.
  • Strong analytical skills.

Required Education:

Bachelor’s degree in Program Leadership, Engineering, Math, Earth Science, Remote Sensing or similar with 10 years' related experience. Equivalent combination of education and experience (BS degree = 8 years applicable experience)
