The Systems Engineering Center (SEC) is currently looking for a Special Programs Chief Engineer whobrings space mission system leadership, spacecraft engineering, new business capture, and proposal experience to a growth oriented organization. Prior experience in space and ground systems architecture design, development, testing, and mission operations is desired. The successful candidate will be a member of the Space Mission Specialty Department and will provide engineering leadership for space systems design process including initial concept development, system-level trades, requirements definition, spacecraft platform or bus design and optimization, mission geometry, orbit selection, mission timeline, performance assessment, and mission-level cost optimization. The job responsibilities may include constellation and sensor MBSE. Knowledge of Space, Ground, and Launch segment inter-relationships to support the optimization of a mission baseline is desired. Potential responsibilities might include supporting the design and assessment of elements like ground segment and user segment in addition to space vehicle mission operations. Your vital contribution will help us to deliver excellence to our very demanding customers.

The candidate should be capable of leading efforts that use tools such as STK, Matlab, C++, or similar tool(s) that create analytical products and perform model generation for data analysis and performance prediction. Possible tasks include defining day in the life (DITL) CONOPS for space mission systems. This position will interface with (or serve in the role of) Capture Manager, Proposal Manager, Lead Systems Engineer and other stake holders to ensure program objectives are achieved. Responsibilities of the Chief Engineer include:

  • Provide technical leadership on all program elements - as applicable e.g. space, ground etc
  • Develop the technical vision and strategies of the program
  • Implement the technical vision and strategies of the program
  • Provide project technical leadership and coordination
  • Lead program readiness and design reviews
  • Coordinate closely with the Program Manager regarding budget and schedule
  • Provide engineering program execution and technical leadership, including on proposal development
  • Provide engineering inputs to gates and independent reviews
  • Establish and maintain the program technical baseline, ensuring the product meets contractual needs, and establish technical baseline artifacts
  • Provide technical support in developing and maintaining the analysis to predict overall system performance
  • Prepare and deliver technical presentations to both internal and external customers
  • Provide engineering authority to all decisions impacting product integrity, system performance, and system functionality.
  • Coordinate, write, and deliver technical presentations to both internal and external customers
  • Mentor more junior engineers

Required Skills:

  • 10+ years engineering experience with at least 5 years working space systems engineering
  • Leadership skills to develop proposals for government, commercial, and international customers
  • Ability to work independently, determine and develop approach to solutions
  • Domain expertise in one or more of spacecraft subsystems design e.g. electrical power; attitude determination, control, guidance, and navigation (ADCNS); tracking, telemetry & command (TT&C); propulsion; thermal; mechanical systems etc
  • Experience defining the elements of a space mission, performing preliminary mission design, and developing operational concepts
  • Experience generating systems engineering products to architect a conceptual mission architecture
  • Experience with orbit selection, design, and ability to conduct orbit trades
  • Experience with targeting, ground station pass analysis, constellation design, stationkeeping analysis, or collision avoidance
  • Evidence of problem solving and time management skills
  • Experience working with multi-disciplined teams
  • Excellent presentation skills and negotiation skills
  • U.S. Citizenship status
  • This position requires an active DoD Top Secret security clearance as of Day 1 of employment

Desired Skills:

  • Ability to establish and maintain strong working relationships with all levels of the organization
  • Experience in Model Based System Engineering tools (such as IBM Rational or Vitec CORE) for developing architectures and functional analysis.
  • Familiarity with SEIT tools such as STK, MATLAB, C++, and Python
  • Familiarity with Earth, target, and regional coverage; Monte Carlo analysis of constellations with sensor physics in the loop
  • Experience with mission geometry, relative satellite motion, and analyzing viewing and lighting conditions
  • Experience modeling different types of spacecraft propulsion (e.g., chemical or electric/low thrust)
  • Experience defining technical budgets (Delta V budget, Link budget, Mass budget, Power budget, Propellant budget, Payload budget) and Orbit Cost Function
  • Ability to carry out design of spacecraft subsystems
  • Experience with small satellite design
  • Familiarity with the Responsive Space concept and methods for reducing space mission cost, and familiarity with space mission cost modeling techniques
  • Experience with mission operations and CONOPS
  • Experience designing interplanetary trajectories (2-body and n-body problems)
  • Knowledge of space radiation environment and orbital debris environment
  • Knowledge of end-of-life and disposal approaches
  • Experience with EO/IR payload design
  • Ability to perform launch system selection and identification of launch opportunities
  • Knowledge of ground segment, antenna services, and data distribution
  • Knowledge of US Export/Import law in regards to space technologies
  • Active US Top Secret/SCI clearance

Required Education:

Bachelor’s degree in a STEM discipline such as Engineering, Physics, or Mathematics

Desired Education:

Advanced degree in Engineering, Physics, Math, or related discipline.

This position requires either a U.S. Person or a Non-U.S. Person who is eligible to obtain any required Export Authorization.
