Description:
Raytheon is seeking a Program Manager who will support the NASA EOSDIS Evolution and Development -2 (EED-2) of Earth Science Systems Development program. The position is located in Riverdale, Maryland, and reports directly to the Civil Space and Weather Business Area Director.
The Program Manager (PM) will be the front-line interface with the NASA Program Office and will coordinate with the Government on a daily basis for envisioning, prioritization, and contracting of Task Orders for adaptation to the new organization of the Program. The PM will manage multiple teams of execution train leadership under the Scaled Agile Framework (SAFe) methodology. The PM is responsible for developing and adhering to the program’s Annual Operating Plan (AOP), ensuring program growth by assessing customer requirements, shaping opportunity, and achieving measurable customer satisfaction.
The successful candidate must demonstrate abilities to manage technical program aspects, manage workforce at multiple sites, perform schedule and cost reporting, meet or exceed bookings, sales, profit and cash objectives, and provide regular briefings to NASA and other government entities. The PM will lead NASA Program Management Reviews, EED-3 contract transition activities, and education outreach programs. The PM will participate in Monthly Operating Reviews and 5 year plan reviews. The PM is also responsible for regular customer interactions, management of awarded scope, supervision of program office including finance, contracts and supply chain, and growth of assigned business.
Responsibilities include, but are not limited to, the following:
- Program and technical transition, execution, planning, budgeting, development of risk and opportunity plans and program expansion.
- Developing strategy, vision, and direction for program execution.
- Establishment of ongoing review of metrics, tasks, and processes to meet customer requirements.
- Work closely with the subcontractors and the Customers to develop and maintain trusting relationships.
- Coordination of Work Plan preparation, technical specifications, estimation of product/service costs, and duration.
- Present effective and creditable program capabilities and options to customer and key business stakeholders.
- Lead the team; sustain a professional, technical and administrative support staff adequate to accomplish defined and anticipated contractual tasks.
- Perform supervisory duties for assigned personnel, to include training, performance reviews, and development/maintaining job descriptions.
- Developing policy and increasing process applications to advance the SAFe institutionalization.
Required skills and experience:
- 12 plus years of experience with increasing responsibility in a technical or program management role. Five years of program management or similar experience, to include cost, schedule, and contract control.
- Technical or program leadership experience for contracts in excess of $35M per year and > 100 FTE.
- Experience with EVMS including preparing critical path analysis, development input for integrated master schedule and technical task for each task.
- Excellent communication skills and ability to effectively interact and influence customers and other Raytheon organizations.
- Experience evaluating program Risks and Opportunities and quickly develop mitigation or capture plans.
- Previous experience in the preparation of budgets, schedules, staffing, etc. as required to manage support to programs and initiatives.
- Demonstrated ability to understand program details underway, summarize key concerns, provide corrective action recommendations, and develop action plans.
- Highly organized with a demonstrated ability to prioritize and multi-task.
- BS in a scientific or engineering field of study or BS in Business Management.
- Experience with Agile Development program execution with > 50 FTE.
Desirable Skills / Experience / Education:
- Advanced degrees and certifications, including: Active Project Management Institute (PMI) or Project Management Professional (PMP).
- Organizational leader with a demonstrated ability to adapt to continually changing situations and responsibilities.
- Fine-tuned attention to detail and a demonstrated ability to work independently in a fast-paced environment.
- Experience leading distributed, complex teams including multiple subcontractors.
- Scaled Agile Framework Leader certification.
- Cloud migration experience with AWS, Azure or Google cloud.
