Description

The Program Manager II owns and delivers on department-level programs. The Program Manager II understands department needs and ensures that existing programs and road maps are aligned with department and business strategy. The role also creates new department-level programs if needed and leads cross-functional teams in the execution of any programs they own.    

Essential Duties and Responsibilities/Core Accountabilities 
  • Ownership of medium- to large-scale programs that have an impact on the department or enterprise 
  • Understanding business needs, building requirements and developing department- level programs to address those needs 
  • Creation of program road maps and development of program strategies by collaborating with department leadership  
  • Ownership of the daily, quarterly, and yearly operational needs of a program and its road map 
  • Determining resource needs for programs; making recommendations to ensure that programs deliver their intended result 
  • Ensuring that programs deliver results on time while adhering to budget constraints; regular status communication to department leadership  
  • Routine assessment of a program’s scalability, ensuring that programs continually meet business needs   
  • Mitigating risk to programs by identifying factors that may hinder program success; making recommendations to address those needs proactively
  • Identifying data trends and making recommendations for adjusting program strategy
  • While a program is in progress, showing the ability to track and trend metrics in order to identify opportunities and influence stakeholders to make appropriate adjustments 
  • Creating buy-in within organizations to ensure resources that support program initiatives through people, funding, material and support
  • Coordination of internal resources and leading cross-functional teams to ensure that all program stakeholders are executing their responsibilities within a program successfully 
  • A strong understanding of technical requirements and systems needed for programs; making recommendations to tech team when needed 
  • Advisor to business units or teams, becoming actively involved as required to meet schedules and resolve problems 
  • Coach and mentor to the team members within the project/program-manager organization 

Qualifications

  • Bachelor’s degree, or 4+ years’ equivalent work experience creating or owning programs at a department level
  • Project Management Certification (e.g., PMP or Agile Scrum) preferred
  • Ability to assess workload and appropriately delegate
  • Being future-oriented; ability to paint credible pictures and visions, and to articulate business drivers on which the vision is focused 
  • Identification of problems quickly and formulation of analyses to create solutions 
  • Understanding the broader effect of program changes; adjustment of strategies accordingly 
  • Experience leading diverse cross-functional teams   
  • A strong technical aptitude with an ability to understand program or project technical requirements   
  • Strong verbal and written communication skills, and demonstrated experience presenting information to diverse audiences  
  • Being analytical, and possessing the ability to interpret and translate data of varying complexity 
  • Proficiency in project- and program-management methodologies 
  • A self-motivated, highly organized, driven individual who can work in a team environment with limited supervision 
  • Ability to work cross-functionally and to manage multiple competing tasks in a fast-paced environment
