Job Summary
The Technical Project Manager – OSG Telecom manages telecommunications programs, projects, and operational initiatives supporting Avangrid wireline, voice, data, and carrier services environments. The role coordinates across telecom carriers, vendors, internal business partners, engineering, field operations, procurement, finance, IT stakeholders, and OSG Telecom leadership to deliver services efficiently and in accordance with operational, financial, and governance requirements. Success in this position is measured by effective project execution, accurate service documentation, timely issue resolution, strong vendor coordination, improved inventory governance, and reliable support of telecom service delivery.
Key Responsibilities
The incumbent is responsible for the following essential duties and deliverables:
1. Lead telecommunications projects and operational initiatives involving wireline, voice, data, network connectivity, carrier services, telecom infrastructure, service migrations, and lifecycle management. (20%)
2. Develop and manage project scope, schedules, milestones, resource plans, communication plans, risk assessments, implementation strategies, and project closeout activities. (15%)
3. Coordinate telecom service delivery activities, including new installations, MACDs, disconnects, carrier orders, service modifications, service migrations, testing, documentation, and operational handoff. (15%)
4. Serve as the primary coordinator between telecom carriers, vendors, internal customers, engineering, field operations, procurement, finance, IT change management, and business stakeholders. (10%)
5. Manage carrier and vendor relationships to support operational performance, service quality, project execution, cost management, supplier reviews, escalations, and vendor performance improvement. (10%)
6. Support telecom inventory governance, service record accuracy, circuit validation, disconnect verification, asset documentation, and audit-ready operational records. (10%)
7. Support telecom financial oversight, including project estimates, forecasts, budget tracking, invoice validation, billing dispute research, service-cost reviews, and CapEx/OpEx reporting. (10%)
8. Identify, track, escalate, and resolve project risks, service delivery blockers, vendor delays, carrier performance issues, inventory discrepancies, billing concerns, and stakeholder inquiries. (5%)
9. Develop and maintain project documentation, operational procedures, status reporting, meeting notes, performance metrics, dashboards, and management updates. (3%)
10. Identify and lead continuous improvement opportunities that strengthen telecom processes, automation, reporting, vendor management, inventory accuracy, service delivery performance, and customer experience. (2%)
Travel required: approximately 0–10%, based on project and operational needs.
