About the Team:

The Applications Development Senior Programmer Analyst is a pivotal technical professional who sits at the intersection of engineering excellence and enterprise impact — a builder, problem-solver, and subject matter expert who transforms complex business requirements into resilient, high-performing software solutions. We are seeking an accomplished engineer who brings both intellectual rigor and practical depth — someone who can navigate the full software development lifecycle with confidence, make sound evaluative judgments on complex technical challenges, and consistently deliver solutions that meet the highest standards of quality, security, and functionality.

The successful candidate will operate as a trusted technical authority within a collaborative, high-performing engineering environment. They will engage directly with business users, technology partners, and senior stakeholders — translating real-world needs into scalable application solutions while ensuring adherence to the policies, controls, and standards that protect the firm and its clients. Beyond individual contribution, this professional will serve as a mentor and advisor to junior analysts, helping to elevate the capabilities of the broader team. Responsibilities:

• Conduct tasks related to feasibility studies, time and cost estimates, IT planning, risk technology, applications development, model development, and establish and implement new or revised applications systems and programs to meet specific business needs or user areas
• Monitor and control all phases of development process and analysis, design, construction, testing, and implementation as well as provide user and operational support on applications to business users
• Utilize in-depth specialty knowledge of applications development to analyze complex problems/issues, provide evaluation of business process, system process, and industry standards, and make evaluative judgement
• Recommend and develop security measures in post implementation analysis of business usage to ensure successful system design and functionality
• Consult with users/clients and other technology groups on issues, recommend advanced programming solutions, and install and assist customer exposure systems
• Ensure essential procedures are followed and help define operating standards and processes
• Serve as advisor or coach to new or lower level analysts
• Has the ability to operate with a limited level of direct supervision
• Can exercise independence of judgement and autonomy
• Acts as SME to senior stakeholders and/or other team members
• Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency

Qualifications:

• 5+ years of hands-on software development experience, with a strong track record of delivering complex, enterprise-grade applications from design through production deployment
• Deep proficiency in core Java, including collections, multithreading, memory management, performance tuning, troubleshooting, and application deployment in high-availability environments
• Proficiency in Java enterprise technologies including core J2EE and the Spring Framework (Spring Boot, Spring MVC, Spring Data), with experience building robust, scalable backend services
• Hands-on experience with Oracle RDBMS, including SQL optimization, schema design, stored procedures, and performance tuning for large-scale transactional systems
• Strong knowledge of Microservices architecture and enterprise design patterns, with demonstrated experience decomposing monolithic systems and implementing distributed, service-oriented solutions
• Expert-level understanding of Java application performance — profiling, heap analysis, garbage collection tuning, and thread management — ensuring systems operate reliably under production load
• Hands-on experience with enterprise workflow technologies, including the design, implementation, and troubleshooting of workflow-driven processing systems
• Proficiency in build and configuration management tools including Gradle and Maven, with experience managing dependency resolution, multi-module builds, and CI/CD pipeline integration
• Proficiency in programming and scripting complementary to Java-based development, with the ability to build and maintain enterprise-grade application integrations and automation scripts
• Hands-on experience with cloud platforms such as AWS (EC2, S3, Lambda, RDS, EKS) or Microsoft Azure (AKS, Functions, Cosmos DB), with the ability to deploy and operate scalable, cloud-native solutions
• Experience with containerization and orchestration tools such as Docker and Kubernetes (OpenShift preferred), including deployment, scaling, and troubleshooting of containerized Java workloads
• Strong knowledge of CI/CD tools including Jenkins, GitLab CI/CD, GitHub Actions, or ArgoCD, with experience automating build, test, and deployment workflows for Java applications
• Experience implementing monitoring and observability solutions using tools such as Prometheus, Grafana, ELK Stack, or Splunk to ensure application reliability and rapid incident resolution
• Experience in systems analysis, including feasibility assessments, technical planning, and translating business requirements into detailed technical specifications
• Solid understanding of standard SDLC methodologies and Agile/Scrum processes, with experience participating in sprint planning, backlog grooming, and iterative delivery
• Ability to work under pressure, manage competing deadlines, and adapt to shifting priorities or requirements in a fast-paced enterprise environment
• Strong logical reasoning and structured problem-solving skills, with the ability to diagnose root causes and implement durable technical solutions
