What You Will Do

The Weapons Infrastructure Program Office (WIPO) seeks an accomplished leader to serve as the Los Alamos National Laboratory (LANL) Capability-Based Investments (CBI) Program Manager. This Program Manager 4 leads the identification, development, planning, and execution of LANL's CBI portfolio, ensuring strategic infrastructure and capability investments align with Laboratory mission requirements and NNSA NA-193 program priorities.

The CBI Program provides funding for strategic investments in infrastructure, equipment, and capabilities that support modernization of the Nuclear Security Enterprise (NSE) and mission delivery across the Laboratory. This LANL site-level position is responsible for managing LANL's portion of the NA-193 CBI portfolio, coordinating with the NA-193 Federal Office, and ensuring effective integration with other WIPO program elements and Laboratory stakeholders.

This position requires an accomplished leader who can manage relationships with federal program managers and Laboratory stakeholders, develop and prioritize capital investment portfolios, coordinate across multiple LANL organizations, and ensure alignment between local site needs and enterprise-wide NNSA strategic priorities.

Specifically, the LANL CBI Program Manager will be responsible for:

• LANL Portfolio Development and Prioritization: Identify, develop, and prioritize LANL CBI projects in coordination with Laboratory mission organizations, facility operations, and stakeholders, ensuring alignment with NNSA NA-193 strategic priorities and Laboratory mission requirements;
• Site Project Ownership and Management: Own and manage LANL CBI projects through their lifecycle, applying appropriate project management rigor, ensuring compliance with DOE Orders and NA-193 program management requirements, and delivering projects within approved scope, schedule, and budget using formal risk management and change control tools;
• Federal Program Coordination: Serve as the primary LANL interface with the NA-193 Federal Office Director and deputies, coordinating LANL CBI activities through the Planning, Programming, Budgeting, and Execution (PPBE) process and providing timely, accurate reporting on portfolio status;
• WIPO Integration: Coordinate closely with other WIPO Program elements (Recapitalization, Operations & Maintenance, Disposition & Demolition, and Analytics & Decision Support) to ensure CBI investments are appropriately integrated with other infrastructure programs and aligned with WIPO's mission to match Laboratory infrastructure capabilities to weapons program needs;
• Stakeholder Engagement: Interface with LANL line management, mission organizations (particularly weapons program elements), facility operations, and support organizations to identify capability gaps, develop investment strategies, and ensure delivered capabilities meet mission requirements;
• Execution Delivery: Apply expert knowledge to ensure that LANL CBI projects are executed in accordance with their agreed-upon scope, schedule, budget, and risk envelopes, in accordance with the principles of Integrated Safety Management and Integrated Work Management, meeting DOE Order requirements and maximizing return on investment;
• Risk and Change Management: Implement formal and effective risk management and change control across the LANL CBI portfolio, submitting change requests through G2 to NA-193 Federal Portfolio/Subprogram Managers as required, and managing scope, schedule, budget, and risk through project lifecycles using high-quality data;
• Program Reporting and Data Integrity: Utilize G2 and other project management information systems to provide timely, accurate reporting on LANL portfolio status, ensure project data integrity and compliance with NA-193 expectations, and support monthly financial management analysis; and
• Enterprise Coordination: Participate in NA-193 program review meetings with CBI Program Managers from other NNSA sites to share best practices, coordinate enterprise-wide investments, and support NA-193's continuous improvement initiatives.

The Capability-Based Investment Program Manager will report to the Capability Delivery Project-Program Director.

What You Need

Minimum Job Requirements:

• Demonstrated expert-level knowledge of project and program management, including the definition of scope, schedule, budget, priority, and performance milestone baselines, cost and schedule variance reporting, management of risk, change control including earned value management (EVM), work breakdown structure (WBS) development, integrated baseline reviews, and portfolio optimization under fiscal constraints.
• Demonstrated expert-level knowledge of DOE Orders, NNSA policies and supplemental directives, Integrated Safety Management (ISM) requirements, the NA-193 Program Management Plan, and Laboratory procedures relevant to infrastructure and capability investment program execution.
• Demonstrated experience interfacing successfully with NNSA and federal program managers, including coordinating work scope, schedules, and budgets through the PPBE process, submitting and managing change requests, and communicating portfolio status and strategic issues to leadership.
• Demonstrated proficiency with project management information systems and tools, particularly G2 or similar federal program management systems.
• Demonstrated excellent oral and written communication and presentation skills, including the ability to brief senior leadership and participate effectively in multi-site coordination forums.
• Ability to obtain a DOE Q clearance.

Education and Experience:

Position requires a minimum of a bachelor's degree and at least twelve years relevant experience, or an equivalent combination of education and experience.

Desired Qualifications:

• Demonstrated expert-level knowledge of infrastructure and capability lifecycle management, including strategic investment planning, capital project development, and integration with operations and maintenance activities.
• Demonstrated experience with the Federal Planning, Programming, Budgeting, and Execution (PPBE) process and DOE/NNSA infrastructure portfolio management.
• Experience coordinating across multiple organizations within a national laboratory environment, including experience building consensus among diverse stakeholders and integrating investments across multiple infrastructure programs.
• Knowledge of Nuclear Security Enterprise modernization initiatives and NNSA strategic priorities, particularly as they relate to non-nuclear components and supporting infrastructure.
• Experience managing site-level portfolios within federal program structures, including submitting and defending project proposals and managing change control through federal approval processes.
• Knowledge of the LANL weapons program and associated infrastructure portfolio.
• An active DOE Q clearance.

The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment:

Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2. Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

• Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
