Project Background:

The Millennium Challenge Account–Indonesia II (MCA Indonesia II), acting on behalf of the Government of Indonesia with support from the Millennium Challenge Corporation (MCC), is implementing the MSME Finance Project under the Indonesia Infrastructure and Finance Compact. The project aims to address structural constraints that limit MSME access to finance by establishing an integrated ecosystem that links MSME capacity building, financial sector strengthening, and market creation. The project will be implemented through a dedicated MSME Service Provider (MSP) responsible for coordinating MSME development, strengthening Financial Service Providers (FSPs), and structuring strategic partnerships to unlock new markets using a results based implementation approach.

Please note this is a bid opportunity and there will not be a role unless the tender is awarded. Estimated award date is the end of 2026 with start-up activities following immediately after award in early 2027.

Position Summary:

The Team Lead will provide overall strategic, technical, and managerial leadership for the MSME Finance Project in Indonesia. The role will be responsible for overseeing the delivery of complementary demand and supplyside capacity-building MSME finance ecosystem, ensuring strong coordination across program components, partners, and stakeholders, and achieving measurable results aligned with MCA Indonesia II and MCC objectives. Fluency in English is required, fluency in Bahasa Indonesian is preferred.

Location:

  • This role and project will be based out of Jakarta, Indonesia. Visa sponsorship will be considered.

Reporting and Supervision:

  • The Team Lead will report to the Palladium HQ Director and serves as primary counterpart to MCA‑Indonesia II
  • This role could directly oversee 4-6 staff members

Primary Responsibilities:

  • Provide overall strategic and operational leadership for the MSME Finance Project, ensuring high‑quality, timely, and cost‑effective delivery of all activities
  • Represent the project at high‑level meetings, forums, and events related to MSME finance, financial inclusion, and private sector development
  • Serve as the primary point of contact and trusted counterpart for MCA‑Indonesia II, MCC, and the Government of Indonesia
  • Lead stakeholder engagement with government agencies, industry associations, digital platforms, and market actors to support MSME market integration and financing pathways
  • Steer technical analyses, sector diagnostics, MSME segmentation strategies, financial sector assessments, and ecosystem mapping
  • Oversee development and execution of project workplans, budgets, performance targets, strategic partnerships, and results‑based payment mechanisms, including pay‑for‑results elements linked to MSME loan approvals
  • Oversee management, and performance of senior technical experts, sector specialists, and project management staff
  • Guide adaptive management and learning during implementation, using data and market feedback to refine strategies and maintain relevance
  • Ensure compliance with MCC, MCA‑Indonesia II, and Palladium policies and requirements, including ethics, anti‑corruption, procurement, safeguarding, and reporting standards

Qualifications and Experience:

  • Advanced degree in economics, finance, business, public policy, international development, or a related field
  • Minimum of 15 years of progressive experience leading complex MSME finance, financial inclusion, or private sector development programs in emerging markets
  • Demonstrated senior leadership experience as Chief of Party, Team Lead, or equivalent on large donor‑funded programs
  • Strong technical expertise in MSME finance, financial sector development, market systems development, and blended or results‑based financing approaches
  • Proven experience engaging with financial institutions, including banks, non‑bank financial institutions, cooperatives, or fintechs serving MSMEs
  • Experience working with governments, DFIs, donors, and private sector partners to mobilize commercial capital
  • Proven experience working within the USG foreign assistance and development finance ecosystem including MCC, the State Department, DFC, and EXIM
  • Deep familiarity with the Indonesia financial sector and the actors within it
  • Demonstrated ability to manage multidisciplinary teams and complex stakeholder ecosystems
  • Strong strategic thinking, communication, negotiation, and problem‑solving skills
  • Experience working in Indonesia highly preferred
  • Fluency in English required; Bahasa Indonesia preferred
