Rapiscan, an OSI Systems Company is seeking a Sr Engineering Program Manager, based out of Billerica, MA.

Rapiscan Systems, an OSI Systems, Inc. company, designs, manufactures and markets security and inspection systems worldwide. Our products are used to inspect baggage, cargo, people, vehicles and other objects for weapons, explosives, drugs and other contraband. Rapiscan Systems security and inspection devices can be found in a wide range of locations such as airports, border crossings, railway stations, seaports and terminals, government and military installations, and nuclear facilities.

The senior program manager shall be responsible for managing the programs/projects within the Cargo and Vehicle Inspection division of Rapiscan Systems Engineering. The successful candidate should have considerable project management experience with a proven track record of delivering programs/projects within timescale and to budget. In addition, he/she should have experience of portfolio/PMO management, developing standards and processes, supporting project managers in achieving the successful programs/project delivery.

Responsibilities

  • Facilitate the definition of project scope, goals and deliverables.
  • Develop an effective relationship with internal and external stakeholders, especially internal operation teams.
  • Work closely with chief engineers and cross-functional teams to deliver new product development projects on tight timescale. Define plan, schedule, tasks and ensure the new product requirements are being met.
  • Manage the day-to-day project activities and effectively control the project execution. Facilitate regular project meetings and manage actions.
  • Accountable for the identification and management of project risks and issues along with mitigation and/or workarounds to enable rapid decision making. Escalate risks and issues, with mitigations to the senior management team when outside of agreed plan in terms of timescale, cost, and quality.
  • Responsible for delivery of all key milestones/stages according to the product development process, and present/summarize status of the project to senior management team at the key stage review meeting.
  • Manage and maintain project reporting and tracking tools.
  • Maintain and monitor project plans, project schedules, budgets and cost.
  • Standardize and enhance project-related governance processes and tools to support the sharing of the resources.
  • Ensure projects adhere to governance frameworks and documentation is maintained appropriately for each project. Responsible for providing oversight of all key new product development projects.
  • Provide regular, precise, and effective status updates on key programs, processes and metrics. Analyse financial data, including project budgets, cost, risks, resource allocation and impact of changes.
  • Identify the resource requirement at portfolio level and review regularly with the Engineering Director for the resource allocation, where appropriate, ring fence the resources based on the business priorities.
  • Continuously evaluate programs/projects to ensure they are meeting company’s standards and processes, adhering to budgets, and meeting deadlines.
  • Accurately document the project's creation, development, and execution as well as document the project's scope, budget, key decision making and justification.

Qualifications

  • Bachelor's degree in an engineering discipline preferred.
  • 7+ years’ experience in Program/Project management preferably within Product and/or Technology development industries.
  • Line management or team management experience and strong leadership skill.
  • Experience managing the new product development in an engineering environment.
  • Experience managing the full project life cycle from the concept to product launch.
  • Experience managing and executing detailed project schedule to track milestones across multiple stakeholders
  • Prince 2 or PMP certification preferred, extensive knowledge of Waterfall and Agile/Scrum methodologies may be substituted in place of certification.
  • Ability to operate and communicate to multiple levels.
  • Good interpersonal and multi-tasking skills.
  • Ability to prioritize the projects in line with the business direction.
  • Ability to juggle multiple projects, activities.
  • Demonstrable proactive and analytic approach.
  • Conscientious, approachable, and enthusiastic.
  • Adaptable, flexible, and able to bring the best out of the team.
  • Attention to detail. Think strategically and execute methodically.
  • Excellent communication skills in English to communicate in written, verbal and presentation

The pay range above represents annual base salary only. Final compensation will be determined based on factors such as your job level, geographic location, date of hire, experience, job-related knowledge and skills, and education in conjunction with market and business considerations.

Base salary is one component of your total rewards package.
