Description

SAIC is seeking Test & Evaluation (T&E) Systems Engineers in support of NAVWAR’s Naval Operational Architecture (NOA) Program in San Diego, CA. This is a recently awarded contract, funded for five years.

Responsibilities

  • Support Hardware-in-the-Loop (HWIL) testing, validation, and verification activities for Navy C4ISR systems and emerging technologies.
  • Assist in the design, planning, execution, and reporting of Developmental and Operational Test events.
  • Translate mission-level objectives into measurable test objectives and actionable test tasks.
  • Conduct data analysis and track bugs and discrepancies across test phases.
  • Create and maintain test schedules, track action items, and support presentations to senior leadership.
  • Facilitate coordination across multiple stakeholders, test teams, and government customers.
  • Support fleet user documentation validation and report verification.
  • Support testing and assessment of AI-enabled and digital ecosystem capabilities deployed in operational environments.

Qualifications

Required Skills and Experience

  • Bachelors degree and five (5) years of experience; four (4) years of experience in lieu of degree.
  • 3 or more years of professional experience in Developmental or Operational Test and Evaluation (T&E) environments. T&E experience with C4I or IWS systems preferred.
  • Technical experience supporting, validating, or operationalizing AI-enabled systems and/or Digital Ecosystem capabilities.
  • APM support experience (understanding spend plans, tracking burn rates, requesting ROMs, etc.).
  • Proactive mindset with a willingness to learn and adapt in dynamic environments.
  • Excellent communication skills and the ability to present findings to technical and non-technical audiences.
  • Proven organizational skills with experience using Microsoft Project, PowerPoint, and Atlassian tools (Jira/Confluence).
  • Demonstrated experience writing and verifying test plans, test reports, bug reports, and user documentation.

Preferred Skills And Experience

  • Experience with fires / kill chains, including familiarity with integrating operational-to-tactical mission threads.
  • Familiarity with systems such as MAVEN Smart Systems, ACS (Agile Core Services), App Arsenal, Data Science at Sea, or strong familiarity with their underlying infrastructures.
  • Experience understanding and navigating Navy OPCON / ADCON chains of command.
  • Experience in LVC (Live Virtual Constructive) simulation and test environments.
  • Experience tracking test objectives and performing mission decomposition.
  • Exposure to Agile test methodologies and Atlassian tools (Jira/Confluence).
  • T&E certifications, INCOSE certifications, or DAU credentials are all a plus.

Citizenship And Clearance Requirements

  • No Dual Citizenship.
  • Active Top Secret required with the ability to obtain a TS/SCI clearance.

Target salary range $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
