The Inspection Supervisor provides daily supervision to Building, Right of Way (ROW), and private Construction Inspectors including creating assignments, evaluating performance, establishing work performance standards, offering advice, direction and guidance as well as providing positive motivation to assigned staff.
The incumbent is expected to oversee all aspects of the inspection function including meeting with contractors, owners, and developers to discuss agreements and/or standards, participating in budget preparation, conducting field inspections, examining and analyzing building plans and related documents, providing technical analysis of code applications, recommending code interpretations and developing policy as it relates to the Department.
The Inspection Supervisor exercises a high degree of independent and professional judgment in resolving administrative and technical issues while maintaining the goals and objectives of the program.
ROLE & RESPONSIBILITIES
- Supervise assigned staff; coordinate daily inspection schedule and assign work to Inspectors; provide direction and guidance as needed
- Provide leadership and technical advice regarding inspections including ensuring all inspections are compliant with pertinent Federal, State and/or City building, mechanical, plumbing, energy rules, regulations and related codes
- Provide oversight and assistance to Inspectors in the performance of their duties as necessary
- Monitor daily inspection reports and assess workload volume, efficiency of work, consistency of data entry, use of correct procedures and the overall proficiency of the Department
- Conduct inspections to verify compliance with pertinent codes
- Assist in the preparation of the budget
- Determine building code violations in dangerous and/or questionable structures; provide technical assistance to Code Enforcement Officers when necessary
- Recommend and uphold staffing goals and provide updates to Development Services as required
- Evaluate performance of Inspectors and ensure that training credentials are up to date and relevant
- Interpret and explain building plans and specifications including building codes, rules and regulations; provide technical code analysis by recommending code interpretations to others including contractors, engineers, building officials etc.
- Establish work performance standards; initiate disciplinary action as required; assist in the selection of new employees
- Conduct building damage assessment; coordinate and assign plans examiners, inspectors and fire personnel to assigned areas as necessary
- Monitor changes in laws, regulations and technology that may affect departmental operations; implement policy and procedural changes after approval.
- Oversee projects to develop regulations from project inception through internal review and council adoption.
- Plan, direct, and manage complex engineering projects, programs or systems
- Recommend or influence changes to policies and procedures to accomplish general goals
- Ensure conformity and quality assurance of complete project documents, engineering projects, programs or systems.
- Identify and evaluate impacts from proposed private or public development and negotiate with developers on improvements and/or fees necessary to mitigate these impacts
QUALIFICATIONS
Education and Experience
- High School diploma or GED with 5 or more years of vocational training/experience in Modern Codes and/or International Building Code and 5 years of experience as a municipal building inspector or
- Ten or more years of (recent, continuous, and increasingly responsible experience as a carpenter or plumber or HVAC mechanic or an electrician within the construction trades or
- A combination of the education and experience that would provide the applicant with desired knowledge, skills and abilities
- Supervisory experience or demonstrated leadership experience or team lead experience if no supervisory experience exists.
Licenses and Certificates
- International Code Council (ICC) Certifications: Building Inspector, Mechanical Inspector, Plumbing Inspector, Electrical Inspector and/or Combination Inspector at time of hire and be able to obtain a Building Official Certification within one year
- Washington State Journeymen's Card may be required
- Valid WA state driver's license required.
