This programmatic management position within Bureau of Health Services Financing (BHSF), Financial Management and Operations (FMO) plays a key role in supporting the financial and operational oversight of Medicaid programs. Working closely with section leadership, the position assists with managing the MVA budget, including funding allocation, expenditure tracking, and compliance monitoring. The incumbent collaborates with multiple LDH offices to ensure fiscal accountability, reviews personnel and contract-related budget actions, and oversees key financial operations such as accounts payable, procurement, and special projects. Minimum Qualifications

Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

A bachelor’s degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR

An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

  • Performs daily financial management and operational oversight for assigned budget units, including tracking expenditures, evaluating budget adjustments, verifying revenue sources, and maintaining cost allocation plans.
  • Supports section leadership with strategic initiatives and special projects by conducting fiscal research, improving processes, preparing guidance materials, and producing reports for executive decision-making.
  • Collects, verifies, and prepares data for the annual BHSF budget request, including developing briefing materials, presentations, and reviewing budget submissions for alignment with Medicaid goals and regulatory standards.
  • Analyzes proposed federal, state, and local legislation to assess fiscal impacts, prepares recommendations for leadership, and ensures compliance with relevant policies.
  • Prepares and distributes monthly budget monitoring and projection reports, identifies trends and potential surpluses or deficits, and collaborates with leadership on necessary adjustments.
  • Coordinates budget processes for contracts, including reviewing funding requests, preparing budget documents, performing procurement functions, and assisting with special projects and representation at state and federal meetings.
