This Executive Management Officer position offers a unique opportunity to work at the executive level in advancing rural health initiatives across Louisiana. Reporting directly to the Executive Director of the Louisiana Office of Rural Health, the role serves as a trusted advisor and special assistant, providing high-level analysis on complex operational, policy, and outreach issues. The position plays a key role in stakeholder and legislative engagement, supports the implementation of strategic policies and processes, and serves as a lead coordinator and member of the Office for Rural Health Transformation and Sustainability Executive Management Team. This role is ideal for a strategic, detail-oriented professional seeking to make a statewide impact through executive leadership and collaboration.

Minimum Qualifications

Six years of experience in administrative services; OR

Six years of full-time experience in any field plus three years of experience in administrative services; OR

A bachelor’s degree plus three years of experience in administrative services; OR

An advanced degree or a Juris Doctorate plus two years of experience in administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information

Job Duties:

Management of Office Operations and Policies

  • Directs the identification of Office operations in broad and specific categories ensuring compliance of federal regulations, legislative acts, executive orders, budgets, and special commission reports.
  • Serves as the Human Resources (HR) Liaison for the Office, coordinating all postings of positions, hiring paperwork and recommendations for hires, separations, and updates to position descriptions.
  • Coordinates and participates in Office of Rural Health Transformation and Sustainability Executive
  • Management Team meetings, ensuring all operational issues, policy matters, and stakeholder engagement opportunities are addressed in meetings.

Communications/Media Coordination

  • Coordinates with LDH Bureau of Media and Communications to ensure any media, communication, and outreach messages specific to the office and its programs are appropriate.
  • Interacts with top level Department staff, other office communication officials, legislators, and federal agency representatives on issues relating to the office.
  • In conjunction with programmatic staff, researches and develops news releases, fact sheets, media advisories, brochures, posters, articles, social media messages, and other communications specific to Office initiatives.

Policy and Procedure/Program Integrity

  • In partnership with the Executive Director and Deputy Director, establishes procedures to ensure compliance with current federal and state regulations and implementation of new regulations and policies.
  • Directs policy research projects involving needs assessment surveys and stakeholder outreach.
  • Initiates quality improvement activities and coordinates office-wide procedures and work to improve existing processes for maximum clarity, efficiency, and success.

Training and Technical Assistance

  • Oversees processes for technical assistance offerings for sub-grantees and other rural health partners.
  • Serves as the Training Liaison for the Office.
