Job Summary

This position is located in the District of Columbia Government, Department of Insurance, Securities, and Banking (DISB), Insurance Bureau, Consumer and Professional Services Division, Professional Services Branch. The mission of DISB is to cultivate a regulatory environment that protects consumers and attracts and retains financial services firms to the District; empower and educates residents on financial matters; and provide financing support for small businesses in the District of Columbia.

The incumbent is responsible for processing initial and renewal applications, appointments, terminations, and maintaining the database for producers and insurers.

Duties and Responsibilities

Coordinates and handles the Branch’s professional licensing operations, ensuring accuracy, and timeliness. Reviews and evaluates documents and forms submitted by premium finance companies to confirm adherence to statutory and regulatory guidelines. Maintains and updates the database of applicants and licensees, ensuring accuracy and completeness of essential data elements.

Prepares periodic reports on licensing activities, regulatory actions, and legal actions, which undergo internal review for accuracy and completeness before being submitted to the National Association of Insurance Commissioners (NAIC) for nationwide access by other jurisdictions. When necessary, the specialist also communicates directly with other jurisdictions to provide additional information or resolve specific inquiries.

Qualifications and Education

Specialized Experience: Specialized experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, applicants must have one (1) year of specialized experience equivalent to at least the next lower grade level in the line of progression.

Collective Bargaining Unit: This position is in a collective bargaining unit (AFSCME/2743), and you may be required to pay an agency service fee through direct payroll deduction.

Position Designation: This position has been deemed Security Sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
