Housing Court Deputy Bailiff

JOB PURPOSE AND OVERVIEW

The Deputy Bailiff is responsible for the safety and security of the Cleveland Municipal Court, Housing Division. The Deputy Bailiff is also responsible for processing and enforcing the orders of the Court.

ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION

The following duties indicate the general nature and level of work performed by the Deputy Bailiff. They are not designed to contain or be interpreted as a comprehensive inventory of all duties, responsibilities and qualifications required of this position. Other duties may be required or assigned at any time.

1. Secure court sessions by providing protection and assistance for Court personnel and the public.

2. Provide assistance to Judge, Magistrate(s), or Staff Attorney(s) in conducing Court hearings.

3. Monitor virtual hearings held by the Judge and Magistrates.

4. Serve and enforce orders of the Court.

5. Process Court documents including, but not limited to, attachments, evictions, contempt citations, criminal warrants, summonses and subpoenas.

6. Assist in handling of case files and their presentation in hearings before the Court.

7. Escort defendants and other individuals to the bench and/or other Court offices.

8. Escort and secure prisoners.

9. Supervise Court-ordered move-outs.

10. Conduct searches of the interior and exterior of a premise at the time the move-out is executed.

11. Perform other duties as assigned by the Court.

Minimum Qualifications

KNOWLEDGE, QUALIFICATIONS, SKILLS, ABILITIES, and REQUIREMENTS

1. Ohio Peace Officer Training Commission (OPOTC) Basic Bailiff Academy/Private Security Firearms Training certified.

2 Ability to pass psychological evaluation to carry a firearm.

3. Comprehensive knowledge of Court procedures and policies.

4. Proficiency in operating a personal computer and using, or being able to learn, Microsoft Office products such as Word, Outlook, Excel, Zoom and Webex.

5. Ability to effectively and professionally communicate verbally and in writing in English to diverse audiences.

6. Demonstrate dependability, reliability, and excellent attendance record.

EDUCATION and/or EXPERIENCE

High School graduate of equivalent required. Bachelor or Associate Degree in Criminal Justice or Law Enforcement or related field preferred. Ohio Peace Officer Training Commission (OPOTC) and /or Basic Bailiff Academy/ Private Security Firearms Training preferred. Valid Ohio Driver’s License required.

The primary function of the Housing Court Deputy Bailiff is security and may involve physical contact. It is imperative that all Deputy Bailiffs are able to meet the physical demands of the job including, but not limited to stand, or walk at least (6) hours per day, and the ability to push, pull, or lift at least thirty (30) pounds at a given time.

COURT EXPECTATIONS OF EMPLOYEE

In completing the duties and responsibilities of this position, the Court expects the employee will adhere to all Court policies, guidelines, practices and procedures; act as a role model both inside and outside of the Court; perform duties as workload necessitates in a timely, accurate and thorough manner; be conscientious about meeting department productivity standards; and communicate regularly with the supervisor about department issues. Additional requirements for employment with the Court include the following:

1. Ability to prioritize work, work independently without daily direct supervision. Must have good time-management skills and be highly organized and detail-oriented.

2. Excellent interpersonal skills including the ability to develop and maintain effective working relationships with judges, Court employees, lawyers, outside agencies, businesses, and the general public.

3. Ability to maintain sensitive and confidential information.

4. Must be conscious of and sensitive to the diversity within the Court’s jurisdiction and be able to interact professionally with this diverse population of people from many different geographic, socioeconomic, religious, racial, and ethnic backgrounds on a regular basis.

5. Professional appearance and demeanor appropriate for the position and expected of a representative of the Court.

6. Patience, objectivity, maturity, effectiveness under stress, initiative, adaptability, and sound judgment.

The Housing Court Deputy Bailiff is an at-will employee and serves at the pleasure of the Court; he/she is not a member of a bargaining unit. Any candidate offered a position will be required to pass pre-employment screenings as mandated by the City of Cleveland. These screenings include but not limited to a criminal background check and drug screen. New hires will be placed on a 180-day probationary period.
