Facilities Management, under the leadership of Assistant Vice President of Facilities Management Stanley Joshua, oversees Facilities Services, Planning and Construction and Space Management. Working together as a team, we strive to fulfill the mission and vision of the University.
The UTEP campus has a rich history, and its architecture and infrastructure is truly a unique and important aspect of this history. Our campus and facilities are serviced by approximately 200 employees working as a team to operate, maintain, repair, renovate, and clean over 5.21 million square feet of space in 80 structures located on 421 acres.

Supervises and coordinates activities of workers engaged in propagating, cultivating, and harvesting horticultural specialties such as shrubs, annuals, perennials, flowering plants, potted arrangements, and native plant materials throughout entire UTEP campus. Supervises the UTEP Grounds Department greenhouse. Supervises and coordinates activities of employees engaged in landscaping projects, field maintenance, sod replacement, and event support.
Essential Functions
Supervises landscaping projects and develops seasonal vegetation plans for landscaped areas throughout campus property.
Monitors’ performance enforces compliance with safety and operational policies, and implements corrective actions as needed.
Develops and oversees work schedules, staffing plans, and resource allocation to maximize efficiency across departments.
Coordinates cross-functional efforts with other trade supervisors and department leaders to support seamless project execution and timely job completion.
Evaluates landscape and vegetation needs, and instructs grounds maintenance personnel on fertilizer, and pesticide application needs. Oversees landscaping efforts, including irrigation system efficiency/needs, wanted / unwanted vegetation selection, and maintenance of athletic fields.
Supervises multidisciplinary maintenance teams, ensuring effective execution of daily operations and long-term maintenance strategies.
Develops protocols, procedures for plant species care and maintenance, cultivation techniques and maintains an inventory of all plant materials on campus. Responsible for collaborating with Irrigation Supervisor and Grounds Manager to implement, flower beds, and decorative plant arrangements.
Prepares landscape plans and identifies types and quantities of plantings for existing and new landscaped areas; schedules coordinated growing and planting activities; and maintains inventory of propagation operations. Maintains inventory of growing equipment, supplies, and orders additional materials as needed.
Oversees greenhouse operations to include fertilization application programs; documents and regulates humidity, temperature, ventilation, and carbon dioxide conditions; coordinates with Chemical Applicator to apply herbicides, fungicides, and pesticides as needed to control unwanted infestations within Integrated Pest Management guidelines; and maintains proper watering schedule and cultivation procedures to ensure conformance with quality control standards. In addition, inspects and identifies repairs, malfunctions, and improvement opportunities for the greenhouse.
Observes growth of plants and flowers in greenhouses, pots, cold frames, flower beds, and landscaped areas to ascertain condition such as leaf texture and bloom size. Develop and implement treatment plans and seasonal planting plans for staff to adhere to.
Trains new and current employees in landscape maintenance and gardening techniques such as cultivation, planting, germinating seed, transplanting, trimming, pruning, weeding, feeding, watering, spacing, grading, event pot delivery and presentation, packaging activities, and customer service.
Provides guidance, mentorship, and performance evaluations for subordinate supervisors and technical staff, fostering a culture of accountability and excellence.
Utilizes institutional software to receive, assign, and complete work orders, including labor time and costs related to work order.
Must be available on an “On-Call” basis.
Knowledge of all Microsoft Office software and able to learn and use institutional software systems.
Complies with all State and University policies.
Other duties may be assigned.
